06/02/2006 JOE LINVILLE LANDSCAPE REVIEW Denied 1. On sites where the gross floor area of the existing building(s) is ten thousand (10,000) square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows:

2. If the expansion is 50% or greater, or if expansions as of February 15, 1991 cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B. Parking lot expansion is greater than 50%

3. Submit a landscape plan per DS 2-07.0 to verify that entire site meets current minimum requirements.

4. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

5. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

6. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g

7. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

8. A 5' continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I

10. Add note to plan: All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment for landscaped areas.

11. Include irrigation system specifications, design, and layout per DS 2-06.5.4.A and 2-06.5.4.B.

12. Submit Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Such documentation includes photographs of the site taken from all sides of the property. Photographs of the site are necessary for NPPO approval per DS 2-15.2.0.C.

13. Additional comments may apply.
06/28/2006 SUZANNE BOHNET ENGINEERING REVIEW Denied Please be advised this project is being reviewed under Full Code Compliance. Please provide a revised site plan that meets the requirements as outlined in Development Standards (DS) 2-02.2.1.A, specifically:
1. Please provide lot bearings - the ones as shown do not appear to be reasonable (DS 2-02.2.1.A.5). Also, provide the basis for bearings and the basis of elevation, including the vertical datum.
2. Please label the points of egress and ingress. Include a detail for the driveway apron(s) and an 18-fooot curb return radius per the Transportation Access Management Guidelines for the City of Tucson (March 17, 2003).
3. Please advise the estimated cut and fill quantities on the SP.
4. The minimum width of parking area access lanes (PAALs) is 24 feet. The dimension of the PAAL at one of the two entry/exit drives off Mohave does not meet that minimum standard. Please revise.
5. Please provide pedestrian circulation between all buildings and parking.
6. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207. Please revise Detail B3 to reflect truncated domes.
7. Please provide the finished floor elevation (FFE) of the existing structures and the proposed addition, including the vertical datum used (see the Floodplain Use Permits comments, below).
8. Please provide existing and finished grades, showing with spot elevations and arrows how the drainage will be directed.
9. Please show the dimensioned rights-of-way, including dimensions from the street monument lines to existing and/or proposed curbs, sidewalks and driveways.
10. Please state clearly on the SP the method of refuse collection. If the volume of refuse generated cannot be contained in three (3) garbage cans for curbside pick-up, a metal dumpster container of adequate size must be provided on site. A suitable enclosure for the metal dumpster container and access to the container must be detailed on the SP.
11. The property is located within a non-designated basin, which requires a 5-year stormwater discharge threshold retention. Please provide details on aggressive water harvesting to meet these requirements and/or a retention basin.
12. Please remove all shading (gray background) from the SP. Shading on SPs make it unreadable when microfilmed.
13. Please provide a legend.

PROJECT: T06CM03122
Church Addition, new parking lot
3367 N. Geronimo Ave
Site plan

TRANSMITTAL DATE: August 7, 2006

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), International Building Code 2003 (IBC) and American National Standard Institute. This plan was reviewed for site plan content under DS 2-02.

2. Per DS 2-02.2.1, the legal description provided for the development indicates it is comprised of 4 lots. As all 4 lots shall function as one development, full code compliance is required. The 4 lots should be combined and associated covenants recorded. See www.tucsonaz.gov forms for the required documents. Provide copies on resubmittal, with recording receipts.

In addition, revise the lot/site area notes to reflect the percentage of expansion - with lot 106-04-2070, as the only lot currently developed with the church, as the base lot for square footage increase calculations.

3. Per DS 2-02.2.1.6, provide square footage of each building and of the areas where worship services are held. Provide heights of each building, and label porches as well.

4. Per DS 2-02.2.1.7, list required and provided building setbacks. Note, setback data is needed at west side of site for records. List distance between parsonage and church.

5. Per DS 2-02.2.8, regarding parking:
A) provide parking calculation based upon square footage of worship areas, per LUC.
B) Move wheel stop to be entirely within 2'6" of the front of the parking space.
C) Dimension distance between parking space curbing and west property line.
D) Revise fine on handicapped parking sign to read $518.00.
E) Note: handicapped parking sign to be posted 7' in height from grade to bottom of sign.
F) Clarify if parsonage serves vicar/minister of religious use. Note, if separate residence, parking for that residence will be required.

6. Per DS 2-02.2.1.9, the development requires 4 bicycle parking spaces. Only two were immediately visible. Please provide the additional 2 bicycle parking spaces needed.

7. Note, per LUC 3.7.2.4., a landscape and wall buffer are required at the west and south sides of the site, which will impact the parking and area access lane positions at the west. See the landscape review comments for further details. Note, vehicles cannot overhang into required landscaping areas.

8. Per DS 2-02.2.1.11 and DS 3-05, a minimum of 24' is required for a two-way PAAL. The PAAL provided at the curve on the east end of the parking lot implies two way access is proposed, yet the PAAL is too small in width. Traffic appears to circulate from the eastern PAAL to the west through this smaller PAAL - redesign.

9. Per DS 2-02.2.1.12, connect handicapped ramp at north side of site to sidewalk.

Provide truncated domes at handicapped ramps where transitioning from pedestrian to vehicular use areas. See ANSI 705.5 for truncated dome details.

10. Per DS 2-02.2.1.13, show any proposed free-standing signage and lighting.

11. Per DS 2-02.2.1.20, show all easements of record, and any easements proposed.

12. Per DS 2-02.2.1.28, list zoning of this site and all adjacent sites on site plan.

13. Per DS 2-02.2.1.32, show dumpster/garbage service location.

14. Per DS 2-02.2.2.A.2., list square footage for each building.

15. Per DS 2-02.2.2.A.3, provide note if parsonage is included in FAR calculation and Lot coverage calculation - give calculation with square footages.

16. Clarify if any structures are proposed for recreation area- outdoor playground?
