Based on the legend symbol for sidewalkon sheet C1.0, the vehicular use area contains sidewalk within required PAALs. Sidewalks are to be used for pedestrian access only. Revise plan legend to indicate that some of these "sidewalk" areas are actually concrete aprons.

6) The parking calculation indicates that there are 8 standard vehicle parking spaces located within the building. Parking bays where fire service vehicles park may not be counted toward meeting required parking. Revise plan if necessary.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan, landscape plan and drainage report. The drainage report was reviewed for site plan purpose only. The site plan is not approved at this time. Please address the following comments:


DRAINAGE REPORT:

DS Sec.10-02.2.3.1.6.A: Revise the last paragraph in Section 1.1of the drainage report to state that 5-year threshold retention is required along with the 15% reduction in existing flow.

DS Sec.10-02.2.3.1.3: Provide a new drainage area map for the V channel calculation sheet in Appendix F of the drainage report showing how the 1.84 acres was calculated. The Developed Area Figure 2-E shows that the drainage area B-3 has 3.69 acres draining towards the V channel and basin. Explain the difference in watershed area used in the V channel calculation sheet versus the developed drainage area.

DS Sec.10-02.11.4.4.2.1: Provide outlet protection for the 2-18" RCP that are located underneath both ingress/egress. Review of the culvert design calculations in Appendix F show that the outlet velocity for both culverts exceed 4 feet per second (fps). Per the Standard Manual for Drainage Design and Floodplain Management outlet protection of dumped rock riprap must be installed if the velocity is greater than 4 fps.

DS Sec.10-02.14.3.4: Provide a minimum of one 15-foot wide vehicular access ramp into the basin for maintenance purposes. The maximum roadway or access ramp slope shall not exceed 15%. Label the width and slope of the access ramp on plan view. Alternate means of access will be reviewed by the City Engineer on a case-by-case basis.

DS Sec.10-02.2.3.1.6.B.1: Revise the drainage report to include routing calculation sheets for the detention basin 2-18" outlet pipes for sizing and design constraints to show that detention requirements have been met.

DS Sec.10-02.2.3.1.6.B.2: Describe Figure 2 on page 5 of the drainage report. Figure 2 needs to be indexed and the stationing provided should be identified and shown in plan view.

DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the roof drainage is contained under the sidewalk. Provide details and dimensions in plan view for the scuppers that are called out in the Key Note #26 on sheet C1.2 of the proposed site plan.


SITE PLAN COMMENTS:

DS Sec.2-02.2.1.A.10: Revise the future sight visibility triangles on Sheet A1.0, specifically at the south ingress/egress to show the required 345-foot near side length. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Also revise the landscape plan to reflect the sight visibility triangles shown on the site plan.

DS Sec.2-02.2.1.A.12: Show a continuous pedestrian circulation path that connects all public access areas of the proposed building and the circulation path located on Alvernon Way.

DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for the loading zone that is shown on the site plan. Refer to AASHTO for the national standards for turning radii.

DS Sec.2-02.2.1.A.16: Provide a detail for the proposed scupper, Key Note #26 on Sheet C1.2, which is used for collecting onsite roof drainage at the pedestrian sidewalk. Any scupper proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

DS Sec.2-02.2.1.A.32: Revise Key Note #16, and all other applicable notes, to read "Sheet C1.3" for all detail references.

DS Sec.2-01.2.1.C: Revise the landscape plan to reflect the existing and future sight visibility triangles that are shown on the site plan. Provide a note on the landscape plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. Remove any proposed vegetation within the sight visibility triangle areas that obstructs sight visibility.

DS Sec.3-01.3.3.A: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Alvernon Way, the proposed sidewalk is labeled as 4-foot on Sheet A1.0. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. Label the proposed sidewalk to be constructed as 6-foot.

DS 10-02.0, Section 14.3.2: Provide a note on the site plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."


GEOTECHNICAL REPORT:

DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide the Geotechnical Report referenced in General Note #4 on Sheet C1.0. The geotechnical evaluation needs to address the following:
a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for the basin, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to basin.
b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.
c) Provide slope stability recommendations for any proposed constructed slopes.
d) Provide pavement structure design recommendations.


GRADING PLAN:

DS Sec.11-01.2.1: A grading permit is required for this project due to the cut and fill quantities provided in General Note #19 on Sheet C1.0. Submit a copy of the grading plan with text upon completion and submittals of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans.

Provide a general note that references the City of Tucson Development Standard 11-01.0 (excavation and grading requirements).


GENERAL COMMENTS:

Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. Please provide a revised site plan, a revised landscape plan, a revised drainage report, and a geotechnical report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
