The applicant proposes to construct a parking garage adjacent and to the north of an existing restaurant development, Teresa's Mosaic Café. The size of the parking garage is a greater than 25% expansion of vehicular use area for this restaurant site, and full code compliance is required for the overall development. The full code compliance requirement mandates the restaurant use provide 1 (one) loading zone, at 12'x35', Per LUC 3.4.5.3. The applicant proposes a loading zone on site, however, the maneuvering of the loading zone cannot be accomplished on site and is proposed to occur in Silver Mosaic Drive. Per LUC 3.4.4.2.A.2 & 3, maneuvering for a loading zone is not permitted on a local street which serves residential adjacent to the project. The applicant has requested staff refer this project through the variance process, as is required to modify this section of the Land Use Code. 2. Should a Board of Adjustment variance be granted, please contact me to set up a counter appointment (AFTER THE APPEAL DEADLINE) to finish the review of all documents. Please be sure to bring all associated plans and paperwork - including the official Board of Adjustment variance communication detailing the variances granted and any conditions of approval. | 07/19/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: July 19, 2007 SUBJECT: New Parking Structure for Mosaic Café Site Plan Submittal- 4th Engineering Review TO: Maria Rojas LOCATION: 2625 N Silverbell Rd, T13S R13E Sec33 Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM02533 SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (Sheets 1 and 2 prepared by DCC, 17JUL07), landscape plan, Drainage Report (DCC, 08AUG06), geotechnical report (Pattison-Evanoff Engineering, LLC, 08MAR06) and the recorded maintenance access easements (Docket 13087, Page 340). The drainage report was reviewed for site plan purpose only. The site plan is not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.14: Provide on the site plan the approved variance case number and any conditions of approval for the loading zone maneuvering area as shown on the proposed site plan. Variance must be approved prior to site plan approval. GENERAL COMMENTS: 2) Submit the following information for site plan approval when the variance is approved by the Board of Adjustment (BofA): 1) the official BofA variance communication stating the conditions of approval and detailing the variance granted; 2) the Final Drainage Report (DCC, 08AUG06); 3) Geotechnical Reports with addendum (Pattison-Evanoff Engineering, LLC, 08MAR06); and 4) the letters from all utility companies that granted approval for encroachment into the various easements. 3) DS Sec.11-01.2.1: A grading permit application is required for this project prior to building plan approval. The proposed improvements, excavation of fill material and temporary stockpiling of material must be addressed on the civil sheets. An As-built certification from a civil engineer will be required prior to final grading plan inspection. 4) The civil sheets submitted for the grading plan permit must delineate the area used for stockpiling the excavated soil from the caisson areas. It is recommended that Best Management Practices be provided around the stockpile area to prevent offsite tracking and sediment from entering any nearby storm drains or drainage improvements. If the excavated material is to be removed from the site at the end of each day and properly disposed of at an authorized landfill then a note must be added to the grading plan sheets for clarification. A grading permit may not be issued prior to site plan approval. Due to the comments generated from this review a counter sign off would be allowed once all of the above information is provided to the Engineering Section of Development Services.
