SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan, landscape plan and Drainage Statement. The site plan is not approved at this time. Please address the following comments:


DRAINAGE STATEMENT:

1) DS Sec.2-02.2.1.A.15: Provide a copy of the original approved Master Drainage Report for the site that addresses all 100-year flows for the offsite detention/retention basin and the onsite/offsite drainage. This report should address that the detention/retention requirements for the critical basin have been met.

2) DS Sec.2-02.2.1.A.6: The Master Drainage Report should address any calculations for the wall openings to show that the existing wall that crosses the drainage easement does not obstruct or divert flow. If the Master Drainage Report does not address wall openings than a separate Drainage Statement must provide calculation showing that the 100-year flow is not being diverted and/or ponded at the wall location.


SITE PLAN COMMENTS:

3) DS Sec.2-02.2.1.A.6: Provide a detail for the wall with any wall openings noted along the northern property line that crosses the drainage easement to show that drainage is not being diverted or obstructed as required in the Drainage Statement.

4) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required 5-foot sidewalk and curb along the street frontage of Ganley Road. A continuous pedestrian circulation path must connect all public access areas of the proposed building and the circulation path located on Ganley Road.

5) DS Sec.2-01.2.1.A.12: Provide vehicular circulation clearly identified on the site plan. Refer to DS Sec.3-05.2.2 for Vehicular Use Are design and circulation.

a) Specifically provide a back-up spur at the end of the row of parking with a minimum of 3 feet in depth, a 3-foot radius, and a wheel barrier to prevent encroachment onto any unsurfaced area.

b) Otherwise provide a copy of the cross-access agreement or show surveyable easement in plan view, needed for access for 2 locations from the adjacent property to the west. Review of aerial photography shows that there are 2 driveways between the 2 lots, verification of the cross access agreement is needed.


6) DS Sec.2-02.2.1.A.16: Provide a detail for the location and type of drainage structure, label and dimension scuppers, that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scupper proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised Drainage Statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

7) DS Sec.2-02.2.1.A.20: Provide dimensions for all easements of record graphically on the site plan together with recording docket and page references. Specifically provide the width of the existing TEP electrical easement that is shown on the grading plan and show graphically the drainage easement agreement in plan view on the site plan.

8) DS Sec.2-01.2.1.A.21: Provide dimensions from the street center-lines to the existing and proposed curbs, sidewalks, driveways and utility lines.

9) DS Sec.2-01.2.1.C: Revise the landscape plan to reflect the sight visibility triangles that are shown on the site plan. Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. Remove any proposed vegetation within the sight visibility triangle areas.

10) DS Sec.3-01.2.7 A: Revise detail A1 on Sheet A1.1 to clearly call out the 12:1 (H:V) or 1:12 (V:H) minimum slope requirement. Provide a separate detail showing a van accessible sign. Please refer to any Zoning comments for additional information.

11) DS Sec.3-01.3.2.C: Depict and label 18' radii concrete headers or curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances along Ganley Road. The headers or curbs should be constructed at the edge of pavement, which must also be depicted on the site plan.

12) Tucson Code Sec.25-39: Revise site plan to show the maximum 2 driveways per 100 feet of street frontage. Currently the site plan shows 3 driveways along the street frontage road. Please refer to Traffic Engineering for additional information.


GRADING PLAN:

13) Sheet C1.0 was not reviewed for grading plan requirements. A grading permit will be required for this project.

14) DS Sec.11-01.2.1: Submit a copy of the grading plan with the grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent grading plan comments may be necessary, depending upon the nature and extent of revisions that occur to the plans

15) DS Sec.2-01.2.1.A.23: Provide the Bench Mark, based on the City of Tucson Datum, that was used to establish the existing topographic contours and spot elevations as shown on the grading plan.

17) Provide a general grading note-specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements) on the grading plan.


GENERAL COMMENTS:

Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. Please provide a revised site plan, a revised landscape plan, and a revised Drainage Statement that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
