Show grade changes across the site with contour lines or by spot elevations Include depths of basins, and percentage of side slope per DS 2-07.2.2.B. Note the height of screening material adjacent to property lines is measured on the project side of the screen, at finish grade. 3. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Revise landscape plan to include basin(s) treatment. 4. Along interior lot lines of the site, the required perimeter screens must be located on the property line, unless the screen is provided between the property line and the use and a landscaped area of a minimum width of twenty (20) feet is provided between the screen and the property line per LUC 3.7.3.2.A. Relocate 5' screen wall as necessary. 5. Show refuse enclosure on the landscape plan, a 6' wall is required to screen refuse storage from residential property per LUC 3.7.2-I 6. The drainage report was reviewed for site plan purpose only. The site plan is not approved at this time. Please address the following comments: DRAINAGE REPORT: DS Sec.10-02.2.3.1.3: Revise the drainage report to show the same watershed area for concentration points 1E (existing) and 1D (developed). Or explain the difference in watershed area used for the developed conditions. If concentration point 1D is 1.6 acres revise all of the calculations for hydrology and hydraulics and provide the correct storage volume required for the proposed basin. Revise the site plan to reflect any changes made in the drainage report. DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the roof drainage is contained under the sidewalk. Provide details in plan view for the scupper dimensions. SITE PLAN COMMENTS: DS Sec.2-02.2.1.A.10: Revise the existing sight visibility triangles, specifically at the south ingress/egress to show the required 20-foot stem side length. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Revise the landscape plan to reflect the sight visibility triangles shown on the site plan. DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for any loading zone that is required and that is shown on the site plan. DS Sec.2-02.2.1.A.15: Label 100-year water surface elevation and limits of ponding for the proposed detention basin in plan view to match the requirements of the drainage report. DS Sec.2-02.2.1.A.16: Provide a detail for the location and type of drainage structure, label and dimension scuppers, that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scupper proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. DS Sec.2-01.2.1.A.17: Provide estimated cut and fill quantities on the site plan for grading plan purposes. DS Sec.2-02.2.1.A.20: Revise Keynote #1 to include the Book and Page of Midvale Park Commerce Center DS Sec.2-02.2.1.A.32: Provide dimensions for refuse container as called out in Keynote #11, details could not be located on the Architectural Plans. Show and label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. DS Sec.2-01.2.1.C: Revise the landscape plan to reflect the sight visibility triangles that are shown on the site plan. Provide a note on the landscape plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. Remove any proposed vegetation within the sight visibility triangle areas. DS Sec.3-01.3.2.C: Depict and label 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances along Renaissance Drive. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. DS Sec.3-01.3.3.B.5: Provide a minimum 5-foot wide pedestrian circulation around the entire proposed structure, sidewalks must be physically separated from any vehicular travel lane (proposed location of loading zone) by means of curbing, grade separation, railing, or barriers. Refer to DS Sec.3-01.3.3 for pedestrian circulation paths. DS Sec. 3-05.2.1.C.3.a: Provide a minimum unobstructed radius of 18-feet for all PAAL intersections. Refer to DS Sec.3-05 for all other vehicular use area design criteria. DS 10-02.0, Section 14.3.2: Provide a note on the site plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." GRADING PLAN: DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided at resubmittal. If fill quantities exceed 50 cubic yards submit a copy of the grading plan with text upon completion and submittals of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans Please ensure the grading plan is consistent with the site plan and drainage report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf Revise the general construction note #5, to reference City of Tucson Development Standard 11-01.0 (excavation and grading requirements). GEOTECHNICAL REPORT: DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following: a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for basin, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to basin. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide pavement structure design recommendations. GENERAL COMMENTS: Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. Please provide a revised site plan, a revised landscape plan, and a revised drainage report that address the comments provided above. Renaissance Drive, New Church Site plan TRANSMITTAL DATE: June 26, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with requirements of the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, this project was reviewed as a commercial site plan, and content requirements are listed in DS 2-02. 2. Per DS 2-02.2.1.2, please revise the legal description to read "amended" lots 7 & 8. 3. Per DS 2-02.2.1.6, provide building footprint dimensions - include porch (label porch area). Call out overall building height- as measured from design grade. (Staff acknowledges the building height shown on the elevation as meeting code requirements.) 4. Per DS 2-02.2.1.6, please change general note 4 to read that the site proposal is a "Religious Use", with development designator "34". 5. Per DS 2-02.2.1.7, building setbacks required per the LUC, and actual building setbacks provided should be listed in table format. As this is a developing area, the building setbacks from Renaissance are measured from the nearest edge of travel lane of Renaissance Drive. Staff acknowledges setbacks provided will meet code. For records, please provide the following information for records, label the centerline of Renaissance Drive, the nearest edge of travel lane (is there on street parking?) and the curb location. 6. Per DS 2-02.2.1.8, please show the following information in the parking calculation: A) list the LUC parking ratio requirement of 1:50 for all combined areas where worship services are held B) list square footage of auditorium at 2304 as ONLY area for worship services 7. Per DS 2-02.2.1.8, with regards to handicapped parking: A) show distance from front of parking space to front of wheel stop (must be min. 2.5 ft) B) show location of handicapped accessible signage to be posted C) list required minimum height of sign - from design grade to bottom of sign as 7 feet D) list minimum fine for illegal parking in handicapped space as $518.00 E) provide handicapped ramps with truncated domes at all access aisles abutting sidewalks, ramps at 1:12 max slope, 4' landings required -not safe for handicapped to use PAAL to reach a nearby sidewalk with an access ramp. Show pedestrian clearance can be met around building - and around columns. (provide dashed line for roof, and show the porch area details under porch roof on the site plan.) 10. Per DS 2-02.2.1.20, please show all easements graphically and listed on the plan with associated recordation information. 11. Per DS 2-02.2.1.25, please show the location of any free-standing lighting proposed. Provide specification drawings with heights. 12. Per DS 2-02.2.1.30, provide a note near the title block listing annexation case C9-83-34, ordinance 5843, Midvale Farms. Remove the PAD reference. 13.
