SUBJECT: 301 E. Fort Lowell Rd.
Paving new parking area
Site Plan T06CM02285 (Fourth Review)

RESUBMITTAL REQUIRED: Site Plan and Drainage Statement.

The Site Plan and Drainage Statement cannot be approved as submitted. Please include a response letter to the comments below along with the corrected copies of the Site Plan and Drainage Statement with your next submittal.

Site Plan:
1. Provide the North arrow for the Site Plan (DS 2-02.2.1.1). The North arrow on the Site Plan appears to be for the location map.
2. Provide the sight visibility triangles (SVT) for the intersection of Ft. Lowell Rd. and Fontana Ave. (DS 2-02.2.1.10).
3. Provide a General Note stating the entire site is impacted by the FEMA Special Flood Hazard Area (SFHA) Zone AE as shown on the Flood Insurance Rate Map (FIRM), Community Panel No. 040076-04019C-1639K, effective date February 8, 1999 (DS 2-02.2.1.15).
4. Provide drainage patterns (DS 2-02.2.1.16).
5. Provide the estimated cut and fill quantities, listed separately in measurements of cubic yards, even if the quantity is zero (DS 2-02.2.1.17).
6. The symbol shown in the legend for the "fence line" needs to match the symbol for the fence line shown on the Site Plan.
7. Clarify if there is a vertical curb separating the parking lot from the sidewalks. Also, is there a vertical curb outlining the landscape islands in the new parking lot? If so, provide drainage openings to allow water access to the landscape islands for proposed water harvesting.
8. The previous submittals of the Site Plan had details and general notes included. There were no details provided with this submittal for review. Was this an oversight?

Drainage Statement:
Is there a more recent Drainage Statement than what was provided with this review (a fax copy of a Drainage Statement sealed 10/31/06 by Jesus L. Ortiz)? This Drainage Statement does not show calculations for the volumetric difference between pre- and post-development discharge nor discuss how water-harvesting techniques will meet the 5-year threshold retention requirement. Per comments made on the last review, the retention requirements are not a part of the Land Use Code and are not subject to variance procedures, as discussed in the submitted Drainage Statement.

Please do not hesitate to contact me with any questions.

03/16/2007 ANDREW CONNOR NPPO REVIEW Approved
03/16/2007 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. (Variance Comment).

2. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee. Up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. (Variance comment).

3. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City

4. Trees that are located in areas of required landscaping will be a minimum 15-gallon container size per DS 2-06.3.5.C. Revise size on planting plan. Planting plan indicates 5-gallon revise as necessary.

5. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4. (See following comment). Indicate in a graphic manner the plant coverage (existing or new) for street landscape borders

6. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I. the screening requirement is in addition to the landscape requirements. The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement. Provide on submitted landscape plan required screening.

7. Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangle. Specify which species of Leucophyllum will be used, some varieties will exceed of 30" (comment not addressed)

8. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Entire vehicle use area does not meet requirement. (See next comment).

9. Where a landscape border or other landscape area abuts the vehicular use area, canopy trees within those landscape areas may count toward the vehicular use area canopy tree requirement, provided:

§ The trees are planted within ten (10) feet of the vehicular use area; and

§ The number of canopy trees that are provided within the vehicular use area is not reduced by more than fifty (50) percent of the amount required; and

§ There is a minimum of one (1) canopy tree provided within the vehicular use area.

10. Include with re-submittal approval documentation. Indicate on the lower right hand corner of the site plan, the variance case number, date of approval, and any conditions imposed.

11. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting. Revise details to show how planting will be depressed for water harvesting.

12. Additional comments may apply.

13. If further assistance is needed with comments or review process call Landscape Field Representative directly @ 791-5550 EXT 1140.

(per W.Tellez, added land, if not used to equal more than 25% of the parking lot expansion, is not full code compliance)

COMMENTS: Please contact me for a counter appointment to review changes.

1. Per DS 3-05, provide a back up spur at end of row of parking - in new parking area abutting fence. The back up spur must be 3' deep and have 3' further clearance to protect fence.

2) Per DS 3-05, provide dimension of wheel stops to ensure they are fully contained exactly within 2'6" of the top of the parking space.

3. Per DS 3-05, provide width of light pole and point out light pole location. Adjacent to parking spaces, light poles must be two feet away from a parking space or parking space must be 10' wide to allow person to enter/exit vehicle.

4. Add note "Total new lot area added to site is 16,000 square feet. Of this new lot area, new parking is permitted without requiring the existing site to be subject to full code compliance, providing the new area of parking is less than 25% of the size of the existing site parking area. The remaining new lot area must be fenced to prevent use. Should the use of the fenced area be proposed, full code compliance for the entire site is required at that time, per Zoning Administrator's determination."

5. Should you have any questions, contact me at heather.thrall@tucsonaz.gov or at 520-837-4951. I can meet you at the counter to see changes - contact me first to set up a time please.
