SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan and landscape plan. The site plan is not approved at this time. Please address the following comments:


SITE PLAN COMMENTS:

DS Sec.2-02.2.1.A.1: Provide a revised site plan that is to the scale specified.

DS Sec.2-02.2.1.A.5: Revise the site plan to provide the bearing along with the provided dimensions. Also provide the basis of bearing used for the lot dimensions and bearings.

DS Sec.2-02.2.1.A.8: Revise the site plan for the driveway locations. Design requirements for driveway locations can be found in the Transportation Access Management Guidelines for the City of Tucson (TAMG) Section 5.4. For driveway locations onto arterial roadways in all new development entrance and exit drives are limited to 2 per 300 feet of frontage along any major roadway.

DS Sec.2-02.2.1.A.10: Show existing and future sight visibility triangles on plan view. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Parking spaces, signs, landscape and walls will not be approved within the future right-of-way. Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. Revise the Landscape Plan to reflect the revised sight visibility triangles.

DS Sec.2-02.2.1.A.11: Revise the site plan to show that the minimum 24-feet width requirements for all 2-way parking area access lanes (PAALs) have been met.

DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for the loading zone that is shown on the site plan.

DS Sec.2-02.2.1.A.17: Provide estimated cut and fill quantities on the site plan for grading plan purposes.

DS Sec.2-02.2.1.A.20: Provide recording information for the existing right-of-way for 12th Avenue.

DS Sec.2-01.2.1.A.21: Provide dimensions from the street monument lines to the existing and proposed curbs, sidewalks, driveways and utility lines.

DS Sec.2-01.2.1.A.23: Provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number.

DS Sec.2-02.2.1.B: Provide a legend with all symbols that are used in the preparation of the site plan. Legend and symbols shall be in accordance with the City of Tucson Drafting Standards.

DS Sec.2-02.2.2.A.1: Provide the gross and net lot area on the site plan.

DS Sec.3-01.2.7 A: Revise the plan to reflect handicap access ramps with truncated domes. Please refer to this standard and the figures provided for additional street design requirements, including curb access ramps, utilities, landscaping, etc.

DS Sec.3-01.3.2.C: Depict and label 25' radii concrete headers per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the 12th Avenue driveway egress and ingress. The headers should be constructed at the edge of pavement, which must also be depicted on the site plan.

DS Sec.3-01.3.3.B.5: Provide a minimum 5-foot wide pedestrian circulation around the entire proposed structure, sidewalks must be physically separated from any vehicular travel lane (proposed location of loading zone) by means of curbing, grade separation, railing, or barriers. Refer to DS Sec.3-01.3.3 for pedestrian circulation paths.

DS Sec. 3-05.2.1.C.3.a: Provide a minimum unobstructed radius of 18-feet for all PAAL intersections. Refer to DS Sec.3-05 for all other vehicular use area design criteria.

DS Sec.6-01.2.1.B.1: Alley service will be provided only where the alleys are constructed with a 20 foot wide cross section and maintained for clear access. Provide a letter from John Clark at 791-5543 x1136 for approval of refuse enclosure location stating that the alley will be serviced or change location of refuse container so that is can be rolled out to the curb. Provide dimensions for refuse container area. Refer to DS Sec. 6-01.2.1.B.1.a-c for the required standards.

Provide water-harvesting areas, depressed 6-inches, shown in plan view to provide for onsite drainage. Refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the required water harvesting areas.


GENERAL COMMENTS:

Please provide a revised Site Plan and a revised Landscape Plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the Site Plan and Landscape Plan. Please enclose "redlines" with the resubmittal package for reference.

4. Provide a proposed floor area ratio (FAR) calculation to the plan. The FAR is calculated as the building gross floor area ÷ site area. In this case, the FAR would be calculated as 2,700 sq ft GFA ÷ 16,960 sq. ft. site area= 0.16. As stated on the plan, the maximum allowed FAR per development designator 31 is 0.90.

5. The west lot line perimeter yard building setback (adjacent R-1 zoning) is required to be 1-1/2 times the height of exterior building wall. Revise to remove the 0 from this required setback data. A Design Development Option (DDO) will be required if the proposed building does not meet perimeter yard bldg. setback requirements. Obtain a DDO application and follow the submittal guidelines on the application. To verify required bldg. setback revise the elevation drawings to also provide the proposed height of structure wall above finished grade elevation along each side of the building. Revise the required street yard building setback to be based on the greater of 21 feet or (H) measured from back of future curb location.
