Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

Construction drawing guidelines are available from the residential desk of the Development Services Division.

As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All model plans shall reference these codes.
All code references to the International Residential Code shall be changed from 2000 to 2003 with appropriate paragraph references.
Correct illegible overtyped statements:
All dimensions and notes shall be consistent on each plan or elevation.
Provide a note for: Underground facility tracer wires per DSD Memo, 10/24/2005.

COMMENTS:

· An architect or drafting service may also prepare construction drawings for residential improvements. If a contractor is used for home improvements, they may prepare the drawings as part of the service. Regardless of who prepares these documents, all drawings must be detailed, accurate, ordered, neat and complete (scale:¼"=1' ).
The purpose of preparing and submitting a complete set of detailed, accurate, ordered, neat and construction drawings is to:
· Help the homeowner envision how all part of the project fit together,
· Assist in planning and estimating the cost for each phase of the project,
· Prevent unpleasant surprises and last minute changes during construction,
· Provide the contractor, is one is used, with clear instructions regarding the required layout, materials, and the expected finished product,
· Provide written and graphic documentation of the project for future reference,
· Enable Development Services Department to perform a faster and more thorough plan review,
· Enable DSD to provide better service by identifying potential code problems and recommending solutions.

SITE PLAN:

· Indicate the location of gas, water, electric and sewer or septic line on the property, from property line to building. Provide the location of utility meters.

FOUNDATION PLANS:

· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.
· Provide a square footage summary for each of the following: livable, garage, covered patios and porches, accessory buildings, decks, bay windows, media center. All options must be clearly identified. IRC Sec. R 108.3
· All masonry walls and concrete basement walls shall be designed and engineering by structural engineer registered in the State of Arizona. Sealed drawings and calculations are required. Note and detail all reinforcement and anchorage required.

FLOOR PLANS:

· Note on plans: Work shall comply with 2003 IRC.
· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.

STRUCTURAL PLANS:

· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.
· Specify design criteria on plans. Provide values for floor dead load and live load as well as roof dead load and live load.
· Provide complete roof and floor framing plans. Show size, spacing and span of all framing members, trusses, joists, rafters, beams, glue-lams, lintels, headers, ledgers and blocking.

ELEVATIONS:

· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.
· Provide complete drawings of all elevations. Include patio covers, decks, fireplaces and bay windows.
· Indicate all materials used; stucco, concrete block, glass block, roofing system, siding, veneer, etc.
· Note and specify the ICBO evaluation report number, system name and manufacturer with the vapor barrier for thin-coat stucco systems over foam board, R703.6.

PLUMBING PLANS:

· The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). The plans should reference this code.
· Note and specify all piping materials.
· Provide an isometric drawing of waste lines (not required for single story residence) showing the size of waste lines, vents and required clean-outs.
· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.
· Note and specify graywater waste line compliance with UPC Appendix G, W/ State amendment.

MECHANICAL PLANS:

· Note on plans: Mechanical shall comply with 2003 IRC chapters 12 - 24.
· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.

ELECTRICAL PLANS:

· Note on plan that all electrical work shall comply with 2003 IRC chapters 33 - 42.
· Provide two set of complete plans, a minimum plan of 24"x36" and maximum plan size of 30"x42". No loose sheets shall be attached, but manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼" = 1' and indicate the drawing scale. (include all notes on plan). IRC 2003 Sec.R106.

OUTDOOR LIGHTING CODE

· Full cut-off fixtures have no emittance above the nadir (no deco openings, semi-opaque panels or exposed lamps). Fixtures may be exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2. Provide cut sheets for all FCO fixtures showing the angle of cutoff, light emissions and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style).
· Show compliance with City of Tucson Outdoor Lighting Code; the unshielded limit for area E3 is 12,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Review guidance: www.ci.tucson.az.us/dsd/Codes___Ordinances/Tucson_Lighting_Code.pdf

INTERNATIONAL ENERGY CONSERVATION CODE:

· Provide energy calculations per the 2003 IECC w/ local amendments (climate zone 4B, Pima County < 4000 ft, 2100 HDD) to support selected "R" values of insulation and "U" values of the windows and doors. http://www.energycodes.gov/rescheck/
· Show the "R" values of insulation, as well as the "U" values of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values.
