Add note to site/grading plan pertaining to: Vegetation Retention and Re-vegetation:

A. Vegetation Retention.

1. Existing trees with four (4) inch or greater trunk diameter and cacti will be preserved in their original locations, except for building sites and access and utilities serving building sites.

2. When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti will be salvaged and replanted in areas requiring re-vegetation, whenever possible.

B. Re-vegetation. All cut or fill slopes, which are no steeper than three (3:1) and all utility trenches or septic leaching fields which are not located in parking or driveway areas will be re-vegetated in compliance with the following requirements.

1. All plants used in revegetation must be the same as the native vegetation on the site or any adjacent site prior to grading or clearing.

2. Revegetation will be accomplished with the following minimum requirements for plants.

a. Desert trees, a minimum of fifteen (15) gallon size with a minimum trunk diameter of two (2) inches measured at the soil level, or large specimen cactus will be placed at the same vegetation density found on the site prior to any clearing, grubbing, or grading.

b. Seeds for trees, desert shrubs, and grasses will be planted with a density adequate to control erosion and may use one of the following methods of planting or any other method approved by the Zoning Review Section at DSD.

1) Raked into the soil with appropriate mulch materials;
2) Hydro-seeding;
3) Anchored mulches; or
4) Established on jute, rolled straw, or similar material.


Add note to site plan: Fencing shall be required during construction per DS 2-06.8.0 Fig.1 for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. The area to be fenced shall be beyond the "drip-line" of the vegetation by one-half (½) the distance of the "drip-line" radius. For Saguaros and cacti, the area to be fenced shall be equal to the distance of one-half (½) the height of the plant per DS 2-15.6.0

The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. The Site plan is generally not legible. The quality of the site plan is poor. Re-submit a site plan with a greater quality that can be reviewed
3. An ACS analysis is required for this project in order to obtain the buildable area.
4. Encroachment into the 25% slope area is not allowed. Revise as required.
5. Explain grading notes 7 and 8.
6. List gradable area in square feet. A Stormwater Pollution Prevention Plan may be required.
7. Please provide property description per D.S. 2-02.2.1.3.
8. Please label lot dimensions and bearings per D.S. 2-02.2.1.5.
9. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
10. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
11. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.

If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
16. "A grading permit will be required for this project. Submit 4 sets of grading upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, model energy and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

All code references to the International Residential Code shall be changed from 2000 to 2003 with appropriate paragraph references, General note #1, sheet 16.


Provide a note for: Underground facility tracer wires per DSD Memo, 10/24/2005.


FLOOR PLANS:

1. Show a window for bath #3 in the window schedule (kitchen is #10). Show this bath window and window #1 as tempered.
2. Provide a handrail for stairways of four or more risers, R311.5.6. Show handrail heights (R311.5.6.1), guardrail height (R312.1) and intermediate rail spacing (R312.2).
3. Show the door from a garage to dwelling with self-closing and latching provision, 2003 IRC Amendment section 309.1.
4. Show the garage floor direction of slope, R309.3.

STRUCTURAL PLANS:

1. Provide manufacturer's calculations and data for pre-fabricated trusses, or note the requirement for deferred submittal to building inspector at installation.

SECTIONS - DETAILS - MISC. NOTES:

1. Provide complete notation. Several detail references on the roof-framing plan, sheet 9 have missing sheet and/or detail numbers.
2. Ceiling gypsum board shall be either 5/8" or ½" sag resistant when applied to 24" o/c framing, IRC table R702.3.5 footnote d.

PLUMBING PLANS:

1. The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). All plans must reference this code. Also, revise Plumbing Note #19.
2. Revise the gas schedule (sheet 17) the rating factor of 1100 is no longer used, UPC 1217.0 & Table 12-7.
3. The gas pipe sizing on the plumbing plan (sheet 13) is not consistent with the sizing shown on the isometric (sheet 17).
3. Provide the total fixture unit demand per 2003 UPC Table 6-4, and provide the maximum developed length of water line with diameter using 2003 UPC Table 6-5 assuming 46 to 60 psi (sheet 17).
4. Provide pressure and temperature relief valve at water heater. T&P line must terminate at the exterior between 6 and 24 inches above grade and must terminate facing down, UPC 608.5.
5. Hose bibs require backflow preventers, UPC 603.

MECHANICAL PLANS:

1. Revise note #1, sheet 16: Mechanical shall comply with 2003 IRC chapters 12 - 24.
2. Show bathroom exhaust fan locations with CFM rating R303.3 and M1506.

ELECTRICAL PLANS:

1. Revise note #16, sheet 16: Electrical work shall comply with 2003 IRC chapters 33 - 42.
2. Receptacle outlets shall be installed in habitable spaces so that no point along the wall (exclude door openings) is more than 6' from an outlet, E3801.2. Add appropriate receptacles to the dining room and guest suite.
3. Revise note #4 to include reference: E3903.8.
4. Revise note #1 to include reference: E4001.6.
5. Revise note #12 to include reference: R313.1.1 & R313.1.2.
6. An arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.11.

OUTDOOR LIGHTING CODE

1. Provide fixture type (full cut-off or partially shielded), lumens and quantity for calculations. Compare both the unshielded component and total output lumens to the property budgets. Fixtures may be exempt from the total lumen budget if both the full cut-off style and located under overhangs.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. The REScheck report should show the appropriate ceiling insulation "R" value for each roof area with different amounts of insulation. The 2x rafter locations will not accommodate R-38.
2. The REScheck report should show the appropriate area for the 13 skylights in conditioned space. Also, review doors and windows.

Comments:

1. Zoning has reviewed the site plan but cannot approve them at this time until the plans have been completely approved by the Engineering and LAndscape Section reviewers.

2. Concurrence with the Engineering reviewer on the ledgibility issue on the site plan.

The site plan must include the the proposed interior and street building setbacks dimensioned from the interior adjacent property lines and the back of curb. Also the plan must indicate how this development will comply with the changes per the revised HDZ Lot areas as indicated on the letter from AMwerican Pacific Engineering LLC dated 9/20, 1996.

Per the plat, this lot must go through a HDZ special application review and approval process. Please contact Patrica Gehelen for more information on the Overlay Special Application notice, review and approval process, and fees.

If a special application is required and once approved add the application case number, date and conditions of approval on the site plan.

Please comply with the Engineering and Landscape Reviewer comments related to HDZ.

4. Please be aware that additional comments may be forthcoming related to zoning requirements on the next submittal. It is very hard to determine certain requirements on the site plan due to the ledgibility issue.

Zoning will re-review and if possible approve the site plan on the next submittal providing the the ENgineering and Landscape Section reviewers have approved and stamped the plan.
