The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. The "Detectable Warning" devices are to be placed at the edge of the pavement, not on the concrete ramp. Also show the detectable warning devices on the plan and detail.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Please label lot dimensions and bearings per D.S. 2-02.2.1.5
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
6. It appears that the parcel is affected by the 100-year FEMA floodplain, show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
7. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.

15. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
16. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:

The site plans do not indicate an attempt to integrate the project with the adjacent Pantano River Park corridor. Examples of features that can accomplish this would be the use of a small plaza feature, outdoor tables, shade structures and bike racks along the east side of the building which faces the river park. The design should make it possible for users of the river park to walk or ride bikes to the restaurant. It appears that a more or less blank wall will front the river park.

Staff will also oppose the request to abandon the 25 ft building setback from the east property line which would place the building much too close to the river park corridor.
05/11/2006 PETER MCLAUGHLIN ZONING REVIEW Denied 1) Based on a total shopping center GFA of 35,151 square feet, the required parking is 201 spaces. Revise required parking calculation accordingly. LUC 3.3.5.6.B.1

2) Provide a breakdown of current uses and square footages by location within each of the shopping center suites and pads. This will help to verify that the site still meets the shopping center criteria as defined in the land use code.

3) All pedestrian sidewalks and ramps must meet new ADA requirements by utilizing truncated domes rather than the scored concrete tactile warning devices. Label the truncated domes at all sidewalk grade changes/ access ramps on the site plan. Revise detail 2 on sheet 3 of 3 to indicate truncated domes. Add a specific general note to the site plan indicating that truncated domes shall be used at all crosswalks, access ramps and as otherwise required.

4) The pedestrian circulation system must be continuous and provide direct connections to the new building from the sidewalk along the adjacent Broadway Boulevard frontage, and between the new building and existing buildings within the shopping center. Revise plan to show all required sidewalks and crosswalks, fully dimensioned.

5) Revise bicycle parking calculation to be correct. Bicycle parking is based on 8 percent of the total number of vehicle spaces provided rather than required. Add a bicycle parking detail to sheet 3 showing the configuration and dimensions of bike spaces along with a 5-foot minimum area for maneuvering bikes into and out of spaces.
