The site plan and landscape plan must show identical site layout to avoid conflict between the two plans per DS 2-01.2.1.C. Submit a separate landscape plan to verify site meets minimum requirements. 2. Street landscape borders are required, a street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. 3. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the (future) MS&R right-of-way line as determined by Sec. 2.8.3.4. Dimension street landscape borders accordingly. 4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4 5. Interior landscape borders are required along site boundaries of the O-3 zoned properties per LUC 3.7.2-I. l 6. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. 7. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g 8. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1. 9. The planting plan and layout calculations will include the following Information: · Both the proper and common name of each type of plant material must be listed. · Locations, size, and name of all existing vegetation to remain in place. · All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment for landscaped areas. 10. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I 11. A 5' wall is required to screen vehicle use area from adjacent residential zoned properties (including adjacent office zone) per LUC Table 3.7.2-1. 12. A 6' wall is required to screen refuse storage from residential zoned properties per LUC 3.7.2-I. 13. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 14. ACTIVITY: T06CM01700 SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan. The site plan is not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.3-01.3.2.C: Depict and label 25' radii concrete headers per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the Irvington Road driveway entrance. The headers should be constructed at the edge of pavement, which must also be depicted on the site plan. 2) DS Sec.2-02.2.1.A.32: Provide dimensions for refuse container, show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewalls. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. The location shown on the submitted site plan places the refuse container underneath an existing electric line. The minimum vertical clearance for a refuse container is 25 feet, free of any overhead obstructions, with a service area of 10 feet by 10 feet. Therefore, relocate container and show maneuverability on plan view. 3) DS Sec.2-02.2.1.A.10: Revise Site Plan to show that parking spaces, signs, landscape and walls will not be within the future right-of-way or future sight visibility triangle. Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. 4) DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for any loading zone that is required and that is shown on the site plan. Please provide a revised site plan at re-submittal. The revised site plan must address the comments provided above. This plan has been reviewed for full code compliance due to lot and building area expansions greater than 25%. Please address the following zoning comments and revise the plan as required. 2. Due to a determination by the Zoning Administrator, the existing and proposed use as listed on the plan falls under the Automotive - Service and Repair (Major), development designator "30". Please revise all development criteria accordingly. (The vehicle parking for this use is based on one space per 1,000 square feet of gross lot area. Please, revise the parking calculation to reflect this requirement.) This development must be provided with a minimum of 19 parking spaces. Three of the required parking spaces are depicted within the future SVT's. These will not be allowed once the roadway widening occurs. A future site plan drawing that depicts how all zoning requirements will be met once the roadway widening occurs must be include with the next submittal. In addition to the required future site plan, a recorded MS&R Covenant will be prior to approval of the site plan. See attached copy of the MS&R covenant document. If the number of parking spaces becomes an issue, see LUC section 2.8.3.7 for allowed parking adjustment factor. This factor may aid in lowering the number of parking spaces required for today and in the future. Call me if you have any questions about this section. Handicapped parking spaces are required for this development. One H.C. parking space eight-foot wide with an eight-foot access aisle must be provided. Per the plan the one H.C. space with a five-foot aisle has been depicted. Also the access ramp cannot be within the access aisle as depicted on the plan. The access ramp must be within the sidewalk area. Please revise as required. Parking spaces 5 and 7 will not meet development standards as depicted on the plan. Please revise the location of these spaces to comply with development standards 3-05. See the above paragraph for related information. DS 2-02.2.1.A.8 3. Bicycle parking is not required for this use. If the bicycle parking is to remain the facility must meet the bicycle parking facility development standards 2-09. If the bicycle parking facility is removed, the area that is depicted with the bicycle parking facility may be used for an additional vehicle parking space. Also if bicycle-parking facility is not used remove all information related to bicycle parking. DS 2-02.2.1.A.9 4. The sight visibility triangles may have to be revised. This property will be affected not only by the MS&R widening but is within 600 feet of the intersection and the site will be affected by the taper of the intersection widening. This means that the future property line and curb locations will be farther into the property than as depicted on the plan. Please revise the plan accordingly. See the Engineering reviewer comments for related information on this issue. DS 2-02.2.1.A.10 5. It may be necessary to close the driveway apron along the East Side of the property. This item should be discussed with Traffic engineering ad the DSD engineering section reviewer. DS 2-02.2.1.A.11 6. Pedestrian circulation must be provided to the existing building along the front of the property. The circulation must include a four-foot wide sidewalk. A painted crosswalk may be used to cross the PAAL at a 90-degree angle to connect to the required sidewalk next to the storage building. Demonstrate on the plan, compliance with DS 2-08.3.1. Also access ramps are required at all crosswalks and H.C. access aisles. Truncated domes must be provided at all access ramps. All sidewalks must be physically separated. Please label on the plan if the sidewalk is raised concrete. If the sidewalk along the West Side of the site is flush with the pavement or parking spaces, truncated domes will be required the entire length of the sidewalk that abuts the parking spaces. DS 2-02.2.1.A.12 7. If applicable, indicate the location, type, size, and height of existing and proposed signage including billboards. DS 2-02.1.A.13 8. This development must be provided with a 12-foot wide by 35-foot long loading zone. The loading must be drawn, labeled and dimensioned on the plan. Maneuverability into and out of the loading zone must be demonstrated on the plan. Add a loading zone calculation to the plan. DS 2-02.2.1.A.14 9. As mentioned in comment the future right of way and future curb must be drawn, labeled, and dimensioned. This site is with the intersection widening and will be affected by the taper of the widening. The additional right-of-way that will be necessary for the intersection widening has not been depicted on the plan. Please revise the plan accordingly. DS 2-02.2.1.A.19 10. If applicable, all easements of record must be graphically shown, labeled and dimensioned on the plan together with recording docket and page reference. DS 2-02.2.1.A.20 11. If applicable, existing and proposed freestanding lighting and type must be drawn, and labeled. The type of lighting and pole height must be labeled. DS 2-02.2.1.A.25 12.
