Grant Road T06CM01697 Site Plan (2nd Review) TRANSMITTAL DATE: October 23, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size. The detail call outs have lettering that is less then twelve point. 2. The comment was not fully addressed. The dimension shown for the distance from face of curb to the end of the parking space is shown as 15'-0". Per D.S. 3-05.2.3.C.2 the distance would be 15'-6" minimum for an 18' total depth parking space. Revise dimensions. The handicapped sign detail should show the bottom of sign at 7'-0" above finish grade, see redline.Please provide a fully dimension parking layout and typical parking space details for both handicapped and standard spaces along with access thereto. D.S. 2-02.1.8 Provide detail for required handicapped signage, see example on sheet A0.2 3. The comment was not fully addressed. There is no plan view of the Class 2 bicycle parking there fore the requirements of D.S. 2-09.5.0. There is not a detail provided for the Class 1 bicycle parking. The proposed Class 2 bicycle rack does not meet the requirements of D.S. 2-09.0. Insure that D.S. 2-09.0, Supplement 9 is being used. Offstreet bicycle parking - Provide a fully dimensioned layout for both Classes 1 & 2, bicycle parking areas. Provide a detail for the Class 1 bicycle storage, including materials for lighting, paving, and security; specific type of rack and the number of bicycles it supports; and the type of directional signage. D.S. 2-02.1.9 4. Add the Recordation information to the plan. Please provide a dimension for the entrance PAAL at the southwest corner of the property along with a dimension for the PAAL that runs along the west property. D.S. 2-02.1.8. Also provide a copy of the recorded vehicle & pedestrian cross access agreement for both of these PAALs. 5. This comment was not fully addressed. Detectable warnings (truncated domes) are required at all curb access ramps. ICC/ANSI A117.1-2003 Section 406.13. Please dimension the widths of all sidewalks on site. Any sidewalk adjacent to a parking space where curb stops are not used must be minimum of 6'-6" wide. Please identify all handicapped access ramp locations. All handicapped ramps to have full-length truncated domes where paving and concrete are flush. Wheel stop missing @ southwest handicapped parking space. Identify handicapped access ramp near southwest handicapped parking space. D.S. 2-02.1.12 6. This comment was not fully addressed. All easements of record must be graphically shown on the plan together with recording docket and page. D.S. 2-02.2.1.A.20, show the easements graphically along with the docket and page. Keynote 20 calls out "EASEMENT" along the west property boundary. Please provide recording docket & page reference. There also appears to be an easement in the south PAAL, please label and provide recording docket & page reference. D.S. 2-02.1.14 7. This comment was not fully addressed. Remove reference to LOT COVERAGE & DENSITY, see redline. On the L.U.C. PROJECT DATA, the "LOT COVERAGE & DENSITY" are not required for a site review. However a "FLOOR AREA RATIO" calculation is required. Please provide. D.S. 2-02.2.3 8. This comment was not fully addressed. Based on the total number of parking spaces provided the required bicycle parking is 8 spaces, 75% or 6 bicycle spaces Class 1 and 25% or 2 bicycle spaces Class 2. Revise the bicycle parking calculation and plan to reflect the minimum requirements. On the L.U.C. PROJECT DATA, the "PARKING (AUTO) PROVIDED" listed 101 spaces, plan shows only 99. Parking area along the northwest property line indicates 10 spaces when only 9 are provided. Based on the total parking provided on plan, only 4 handicapped spaces are required per the IBC section 1106.1, table 1106.1. Bicycle parking is based on the total number of parking spaces provided L.U.C. 3.3.3.5 and only 8 bicycle spaces are required. D.S. 2-02.2.4 9. L.U.C. PROJECT DATA, PERIMETER YARD REQUIRED shows CLASS 2 - 4. L.U.C. PROJECT DATA, PERIMETER YARD PROVIDED shows CLASS 2 - 4. Clarify what this means or revise. 10. The location of the handicapped parking sign cannot reduce the width of the sidewalk to less then 4', or reduce the area in front of the wheel stop, provide a dimension which verifies the width of the sidewalk and the area in front of the wheel stop, or relocate the sign. D.S. 2-08.5.1 11. At parking area at the southeast corner, it appears that the sidewalk is flush with the pavement in this area. If this is the case then some type of barrier is required to prevent the vehicles from overhanging the sidewalk. D.S. 3-05.2.3.C. Also detectable warnings, truncated domes, will be required the full width where the pavement is flush with the sidewalk. This includes the four (4) handicapped spaces. | 11/27/2006 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: November 28, 2006 SUBJECT: 1564 W Grant Road- 2nd Engineering Review of site plan and grading plan TO: Metro Permits Express LOCATION: T13S R13E Sec34, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM01697 (site plan) and T06BU00572 (grading plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T06CM01697), grading plan, drainage report (prepared by Grenier Engineering, Inc.), geotechnical report addendum (prepared by Western Technologies, Inc), and Stormwater Prevention Pollution Plan (SWPPP), for the above referenced property. Engineering Division does not recommend approval of the site plan or grading plan at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A: Provide lettering and dimension that are equivalent of twelve (0.12") point or greater in size. The detail call outs have lettering that is less then twelve point. 2) DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet 1 to identify conditions within the square mile shown, such as Section corners and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers. 3) DS Sec.2-02.2.1.A.8: Revise the back-up spur provided at the end of the PAAL located on the northern vehicular use area on the proposed site plan. The spur must have a minimum of a 3-foot radii and 3 feet in depth, but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. 4) DS Sec.2-02.2.1.A.8: Provide the recordation information for the Reciprocal Easement for the shared Parking Area Access Lane (PAAL) in plan view on the site plan. 5) DS Sec.2-02.2.1.A.11: Revise the site plan showing the ingress/egress of both PAAL access points. Provide the minimum dimension of 24-feet for both PAAL intersections. Refer to DS Sec.3-05 for all other vehicular use area design criteria. 6) DS Sec.3-05.2.1.B: Revise the site plan to provide for the required dimensions for all parking spaces. Within the vehicular use area located on the southeast corner and along the eastern property line the dimension shown for the distance from face of curb to the end of the parking space is 15'-0", the minimum distance required would be 15'-6" for an 18' total depth parking space. Provide a fully dimension parking layout and typical parking space details for both handicapped and standard spaces along with access. 7) DS Sec.3-05.2.3.C.2: Provide wheel stop barriers within all vehicular use areas to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscape areas, walls, or building; or overhanging adjacent sidewalks so as not to impede pedestrian circulation. 8) DS Sec.2-02.2.1.A.12: Clarify locations for all handicap access ramps at the pedestrian circulation locations. Provide a note or a detail on the site plan stating that truncated domes are required at all access ramps per ANSI Standard A117.1-2003 Section 406.13. Handicapped ramps are to have full-length truncated domes where paving and concrete are flush. Please refer to this standard for additional curb access ramps requirements. GRADING PLAN COMMENTS: 9) DS Sec.11-01.4.1.C.4: Revise cross-sections C, D and E on Sheet C-3 to properly label associated property lines. 10) DS Sec.11-01.4.1.C.4: Revise Construction Keynote #22 and Detail 7 on Sheet C-4 on the grading plan to state that truncated domes are required at all access ramps per ANSI Standard A117.1-2003 Section 406.13. 11) DS Sec.11-01.4.1.C.4: Revise Details C and E on Sheet C-3 and Details 2 and 5 on Sheet C-4 to state that all 3:1 (H:V) slopes will be re-vegetated or provide a keynote to state that all 3:1 (H:V) slopes will be re-vegetated per the geotechnical report. 12) DS Sec.11-01.4.1.C.6: Verify that Basin C and D (Water Harvesting Areas) met the recommended 10-foot setback from edge of building per the geotechnical report. 13) Be advised that the grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be corrected and the site plan must be approved prior to grading plan approval. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 14) CGP Part IV.C.3.c: Provide in the legend all symbols that are used on the SWPPP Exhibit. Specifically describe the symbol around the site that is designated with a line with 'x's' marked through it. 15) CGP Part IV.D.2.a: Identify on the SWPPP Exhibit temporary control measures that will prevent the proposed channel from being exposed to the concrete, stucco, and paint washout area. GENERAL COMMENTS: Please provide a revised site plan, a revised grading plan and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan.
