SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T06CM01697), drainage report (prepared by Grenier Engineering, Inc.), geotechnical report, and Stormwater Prevention Pollution Plan (SWPPP), for the above referenced property. Engineering Division does not recommend approval of the site plan, drainage report, geotechnical report or SWPPP at this time. The following items need to be addressed:


DRAINAGE REPORT:

DS Sec.2-02.2.1.29: Provide a copy of the last stamped, approved development plan. Review of the submitted development plan does not match the proposed site plan. The site plan must match the approved development plan or a new development plan must be approved through the Community Design Review Committee.

DS Sec10-02.2.3.1.3.A.4: The re-grading of the V-ditch drainage system along the east boundary does not look to be feasible. The proposed site plan and drainage report shows that the re-grading of the V-ditch will alter a FEMA approved levee system adjacent to the Santa Cruz River. Re-grading of the V-ditch could compromise the levee system revising the FIRM maps and placing all adjacent properties into a FEMA flood zone without thorough justification. The revised drainage system is discouraged.

Any work proposed off of the subject property lies within a Pima County owned parcel and will require 1) a right-of-way use permit from Pima County Real Property; 2) all plans must be approved by the Regional Flood Control District; and 3) a FEMA approval of the site plan and a letter stating that the levee is not being altered as to compromise the integrity of the system.

DS Sec.10-01.2.2: Revise the first paragraph in the Objectives and Procedures Section of the drainage report to state that 5-year threshold retention is required due to the commercial development being larger than 1 acre. Revise the drainage report to meet the minimum standards for development outlined in the Stormwater Detention/Retention Manual.

DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the roof drainage is contained under the sidewalk. Provide details and dimensions in plan view for all proposed scuppers.


SITE PLAN and GRADING PLAN COMMENTS:

DS Sec.2-02.2.1.A.11: Revise the site plan showing the ingress/egress of all PAAL access points. Provide a minimum unobstructed radius of 18-feet for all PAAL intersections. Refer to DS Sec.3-05 for all other vehicular use area design criteria.

DS Sec.2-02.2.1.A.10: Show existing sight visibility triangles (SVT) on plan view for all PAAL access points. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Parking spaces, signs, landscape and walls will not be approved within the future right-of-way. Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles.

DS Sec.2-02.2.1.A.16: Provide a detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

DS Sec.2-02.2.1.A.20: Provide a copy of a cross access agreement for all PAAL access points from the referenced property to adjacent properties for all public vehicles and the refuse collection area maneuverability.

DS Sec.2-02.2.1.A.20: Revise the site plan to show a minimum 24-foot for two-way traffic for the PAAL on the southern portion of the property. The site plan currently shows a 12-foot PAAL with only 20-foot to property line.

DS Sec.2-02.2.1.A.32: Revise the dimensions for refuse container, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

DS Sec.11-01.4.1.C.3: Revise cross-section 21 on Sheet C-3 so that both references refer to cross-section 21.

DS Sec.11-01.4.1.C.7: Revise Engineer's Note #6 referencing the correct Geotechnical Report Job Number (2926XX097).

For the water-harvesting areas provided refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the required water harvesting areas.


GEOTECHNICAL REPORT:

DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a revised Geotechnical Report Evaluation that addresses the following:
a) soils report should provide conformance with DS Section 10-02.14.2.6 regarding a discussion of the potential for hydro-collapsible soils and any recommendation for setbacks from building to proposed water harvesting basins or channels.

b) the soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.

c) provide slope stability recommendations for any proposed constructed slopes.

d) provide percolation rates for water harvesting basin for 5-year threshold retention.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

CGP Part IV.C.3.a: Identify on the SWPPP Exhibit the following information:
a) provide the Civil Engineer's Arizona registration seal and signature;

b) update the project title block with the address of the project;

c) provide the location, with a symbol included in the legend, for the designated waste disposal areas including concrete, stucco and paint washout areas;

d) provide the owners/developer's name, address, & phone number.

CGP Part IV.C.3.e: Provide on the SWPPP the location and dimensions of on -site and off-site material, waste, borrow areas, stockpiles, or equipment storage areas.

CGP Part IV.D.1: Provide under the Stormwater Control section which operator is responsible for the control measure's implementation.

CGP Part IV.D.8.b: Revise SWPPP to show the location of the stabilized construction entrance in plan view.

CGP Part IV.D.8.c: Revise the SWPPP to describe the location where the construction material is stored on-site.

CGP Part IV.J.2: Describe how and where the operator will post a sign at the main entrance to the site containing: AZPDES authorization number, construction site contact name and telephone number, brief description, location of SWPPP. See the enclosed, green AZPDES Posting Requirements form enclosed in the package.

CGP Part IV.C.2.c: Revise SWPPP Exhibit to show accurate limits of soil disturbance. The proposed V-ditch channel grading is not shown on the SWPPP plan.

A SWPPP Checklist outlining the City of Tucson submittal requirements is included.


GENERAL COMMENTS:

Please provide a revised site plan, revised drainage report, a revised geotechnical engineering report, and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

16. On the L.U.C. PROJECT DATA, the "PARKING (AUTO) PROVIDED" listed 101 spaces, plan shows only 99. Parking area along the northwest property line indicates 10 spaces when only 9 are provided. Based on the total parking provided on plan, only 4 handicapped spaces are required per the IBC section 1106.1, table 1106.1. Bicycle parking is based on the total number of parking spaces provided L.U.C. 3.3.3.5 and only 8 bicycle spaces are required. D.S. 2-02.2.4

17. Numerous items on the "L.U.C. PROJECT DATA" are called out as "CLASS 2 - 4" & "CLASS 1 - 4". This appears to be in error, please clarify/correct.
