ACTIVITY: T06CM01487 SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Site Plan (T06CM01487), revised Drainage Report (prepared by McCarty Engineering, Inc.), and submitted geotechnical report, for the above referenced property and does not recommend approval of the Site Plan or Drainage Report at this time. DRAINAGE REPORT: 1) Provide manufacture recommendations for maintenance of the underground stormwater retention/detention system. Revise the drainage report and site plan/grading plan to show that maintenance of the underground stormwater retention/detention system meets the recommendations of the manufacture. Additional clean outs or manholes will need to be provided at other locations along the system so that sediment/debris can be removed from the stormwater chambers as per the manufacture recommendations. 2) Provide a revised geotechnical report, or addendum, that specifically assesses the proposed underground stormwater retention/detention system beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads. 3) Provide references from the manufacture where these types of underground stormwater systems have been used and their applicability to this project. All references should include use and maintenance of the underground stormwater system and how that system is achieving design criteria. SITE PLAN: 4) DS Sec.2-02.2.1.A.20: The developer must obtain from each entity having a record interest in all easements, as shown on Sheet C203, a recordable document such as a quit-claim deed or abandonment of easement which relinquishes its interest in those easements. All easements must be abandoned prior to site plan approval. 5) DS 10-02.0, Section 14.3.2: Provide a note on the site plan for the underground detention/retention system outlining the inspection and maintenance responsibilities of the owner(s). The inspection and maintenance guidelines must be in conformance with the manufacture recommendations and outlined on the site plan. GRADING PLAN: 6) DS Sec.11-01.2.1: A grading permit has been submitted for review with this project. The grading plan and the grading permit application will be reviewed once all of the site plan issues have been resolved. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans 7) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development has been submitted with the grading plan submittal. The SWPPP application will be reviewed once the site plan issues have been addressed and the site plan has been approved. GENERAL COMMENTS: Please provide a revised site plan, revised drainage report along with a revised geotechnical engineering report that address the comments provided above. (per last review) Per DS 2-02.2.1.2, provide legal description for the property. RESPONSE: provided a general legal. PLEASE PROVIDE the exact legal of this site. "PTN NWLY 256.06' SELY 284.16' E2 SW4 LYG BTWN BENSON HWY & I-10 4.05 AC SEC 30-14-14" 2. (per last review) Per DS 2-02.2.1.9, demonstrate a (5) five foot wide access aisle - measured from the front or the rear of the 72 inch long bicycle parking space - will be provided beside each row or between two rows of bicycle parking. RESPONSE indicates a 12' area between the bike rack and the PAAL, thank you. PLEASE CLARIFY two items related to bicycle parking. A) ID curb between bike storage asphalt area and adjacent parking space (safety issue) B) clarify no bicycle overhang into the sidewalk (perhaps slide bike racks slightly in their current stall toward the PAAL) sidewalks have to be clear from obstacles. 3 Per DS 2-02.2.2.A.4, and DS 2-08, pedestrian sidewalk area should connect to the right of way sidewalk area. RESPONSE the sidewalk is to stop at the property line. REVISE Per DS 2-08 3.1, a continuous pedestrian access route is required throughout the site and must lead to sidewalk in right of way.
