SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM01487) and submitted Drainage Report, prepared by McCarty Engineering, Inc., for the above referenced property and does not recommend approval of the Site Plan or Drainage Report at this time.


DRAINAGE REPORT:

1) Revise Page 3 of the Drainage Report and/or Figure A3 to accurately reflect the number of existing wall openings along the eastern property line at the outlet of the existing adjacent basin. Provide a detail for the existing wall openings in plan view.

2) Provide, on Page 4 of the Drainage Report, the recordation information (Docket and Page) for the lot split from the parent parcel.

3) Revise the water surface elevations (WSE) located on Figure 5 and Figure 6 to reflect the calculated WSE that are in Appendix E1 to E3. Or provide a calculation addendum to show that the cross sections and WSE that are on Figures 5 and Figure 6 are correct.

4) Provide the location and a detail for the catch basin and 8" inlet pipe to Basin #1. If rock riprap is recommended at the 8" inlet pipe provide a detail and dimensions of the riprap protection with riprap sizing.

5) DS Sec. 10-02.14.5.9: For detention/retention systems, which utilize a method of subsurface disposal the Drainage Report must show that the basin meet the minimum criteria, items 1-9 in DS Sec.10-02.14.5 and items 1-7 in DS Sec.10-01.3.5.5.

6) DS Sec.2-03.2.4.K: Either provide separately, or show a conceptual grading plan on the Site Plan, with the resubmittal of the Site Plan and Drainage Report. The conceptual grading plan is required on this project due to the subsurface disposal system and detention basins with the proximity to building setbacks. A Geotechnical Report is required. The soils report needs to discuss suitability and feasibility of the project. Description of existing soil constraints for the site, structural design recommendations, pavement design section, and other typical geotechnical data is needed. The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, provide proposed recommendations for setbacks from building to drainage areas include minimum distance from foundations to drainage swales, and provide infiltration test results. The geotechnical report shall specifically address all criteria listed in this section. See last sentence of this section for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. Recommendations need to be incorporated into the conceptual grading plan, Site Plan, and Drainage Report.

7) DS Sec.203.2.4.K.E: Provide typical lot grading details, show minimum side and rear setbacks, and building setbacks to the detention and retention basins per geotechnical report

8) Further comments may be generated upon resubmittal of the Drainage Report, Geotechnical Report, Site Plan and Landscape Plan.


SITE PLAN:

9) DS Sec.10-01.5.2.6: Revise the site plan to accurately reflect the proposed detention basin, weir and rock riprap blanket design and dimensions as called out in the Drainage Report. Provide these details in plan view.

10) DS Sec.3-01.2.7 A: Revise the plan to reflect handicap access ramps with truncated domes. Please refer to this standard and the figures provided for additional street design requirements, including curb access ramps, utilities, landscaping etc.

11) DS Sec.2-02.2.1.A.15: Label 100-year water surface elevation and limits of ponding for the existing 2-30" CMP's in plan view.

12) DS Sec.2-02.2.1.A.20: Assure all easements are graphically shown on the plan with recording information provided.

13) DS Sec.3-01.3.2: The proposed curb and 6' sidewalk must be shown and labeled on the Site Plan along the right of way of Benson Hwy.

14) DS Sec.2-02.2.1.10: Revise the Site Plan and the Landscape Plan to accurately reflect the sight visibility triangles (SVT) for the new PAAL with its intersection with Benson Highway. Show existing and future sight visibility triangles on plan view. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Specifically the near side distance for a PAAL stem street to an Arterial through street is 345', revise the Site Plan and Landscape Plan to reflect this change.

15) DS Sec. 2-03.2.4.J: Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles.

16) DS Sec.2-02.2.1.A.32: Provide dimensions for refuse container, show or label gates or doors for trash enclosures. The enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Show maneuverability for refuse vehicles at the exit of the PAAL at Benson Highway in plan view.

17) DS Sec.2-03.2.3.C: Provide blanket easements in the General Notes listing all recordation data and their proposed status.

18) Revise Keynote #4 on Sheet 2 of 3 to label the proper detail reference for the underground stormwater retention system.

19) Revise Keynote #5 on Sheet 2 of 3 to read Basin #3, instead of #2.

20) Provide Detail #14 on Sheet 3 of 3 as called out in Keynote #7 on Sheet 2 of 3.

21) DS Sec.2-02.2.1.16: Provide the proposed lowest finished floor elevation for structure located north of the proposed detention basin #1 on the Site Plan.

22) DS 10-02.0, Section 14.3.2: Provide a note on the site plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."


GRADING PLAN:

23) DS Sec.11-01.2.1: A grading permit will be required for this project. Submit a copy of the Grading Plan with text upon completion and submittals of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans

24) Please ensure the grading plan is consistent with the Site Plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

25) Provide general grading notes, including a grading/drainage note-specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

26) DS Sec.2-02.2.1.A.16 & 23: Provide existing and proposed elevations, a basis of elevation with benchmark based on, and referencing City Field Book and Page.

27) Provide detailed cross sections for each perimeter, fully labeled and dimensioned.

28) Depict basin and associated inlet/outlet weir details, and any associated erosion protection, fully labeled and dimensioned.


GENERAL COMMENTS:

Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. Please provide a revised Site Plan, revised Drainage Report and a revised Landscape Plan along with a Geotechnical Engineering Report and a SWPPP that address the comments provided above. COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This plan was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, the plan was reviewed for compliance with requirements of site plan specifications outlined in DS 2-02.

2. Per DS 2-02.2.1.2, provide the legal description for the property near the title block. NOTE: provide copies of the recent lot split plan approved by City staff, S06-052.

3. Per DS 2-02.2.1.4, list recorded subdivisions within the location map(book/page).

4. Per DS 2-02.2.1.6, provide square footage of small building across from office.

5. Per DS 2-02.2.1.7, dimension from E/W property lines to zoning boundary line.

6. Per DS 2-02.2.1.8, provide parking bumpers in all parking spaces to ensure pedestrian walk way is not compromised to be less than 4 feet wide. The typical detail drawing is correct with parking bumper placement.

7. Per DS 2-02.2.1.9, demonstrate that a (5) five foot wide access aisle - measured from the front or the rear of the 72 inch long bicycle parking space - will be provided beside each row or between two rows of bicycle parking.

8. Per DS 2-02.2.1.14 and LUC 3.4.4.6, provide striping for the loading zone.

9. Per DS 2-02.2.1.20, show/list all easements and associated recordation info.

10. Per DS 2-02.2.1.25, show any proposed free-standing lighting with specs.

11. Per DS 2-02.2.2.A.2, provide FAR calcs for both the C-2 and I-1 zoned areas of the lot separately to ensure each zone is in compliance with LUC requirements.

12. Per DS 2-02.2.2.A.4, pedestrian sidewalk area should connect to the right of way sidewalk area. Provide note that the sidewalk is raised from the asphalt.
