The note on sheet is not clear as to what equipment will be providing the scald protection. The water heater thermostat cannot be used for this purpose. Reference Section 414.1, UPC 2003 and Section 804.3, IECC 2003.
2. Third request. The fixture connection sizes called out for the urinal flush valves (3/8") will result in water velocities greater than 8 FPS. Limit the water velocity to less than 8 FPS for the copper piping. Note that the specified Sloan flush valve (Model 8180) has a 1" IPS inlet. Reference Section A 6.1, UPC 2003 and IAPMO IS 3-2000, Section 610.0.
