Please include a response letter with the next submittal that states how all comments have been addressed. Submit the redlined plans for reference with the second submittal. RESUBMITTAL REQUIRED: SITE PLAN 1. This project is being reviewed under a full code compliance review. 2. It appears sheet 4 of 8 is mis-labeled. Sheet 4 seems to be a utility plan. Clarify in the response letter and/or revise the title on sheet 4. 3. Keynote 1 on sheet 2, indicates a proposed driveway apron. Entrance and exit drives must meet the Transportation Access Management Guidelines. A minimum of 150' measured at curbline shall separate the nearest pavement edge of any entrance and exit driveways and the curbline to any signalized intersection. The entrance/exit driveway to Speedway Blvd. located in the northwest corner of the property does not meet this guideline. Revise the site plan to meet this guideline. 4. In addition to the above comment per the Transportation Access Management Guideline 25' curb return are required for an ingress/egress to an arterial road. Provide 25' curb returns for all ingress/egress to the arterial roads, Campbell Avenue and Speedway Blvd. Revise the site plan accordingly. TAMG Table 5-2 5. It is acknowledged the site plan is for a project where an existing building will be demolished and a new structure will be constructed. It is difficult to determine from the site plan what existing infrastructure is to remain as part of the proposed project. Provide a demo plan that shows the existing development (building/infrastructure) and show what will be demolished and what will remain. 6. Speedway Blvd. and Campbell Ave. are both Arterial roads per the Major Streets and Route Plan (MS&R Plan) where there is a full ROW width of 120' for both streets and when two arterial roads intersect both roads are subject to intersection widening. It is not clear if both streets are built out per the MS&R ROW plan. It is acknowledged the future curb location is called out, however the existing curb is in a different location on both Campbell Ave and Speedway Blvd. Consequently it appears the intersection is not built out to the future ROW width per the MS&R ROW Plan. The plan view must show that the project can accommodate the future widening of the ROW. Dimension from street centerline to the future curb location on Speedway Blvd and Campbell Ave. 7. Label the ROW dimensions for Campbell Ave. and Speedway Blvd existing, future or both. DS 2-02.2.1.A.21. 8. Indicate the centerline for Campbell Ave. and Speedway Blvd. 9. From street centerline dimension to the curb and sidewalk for Campbell Ave. and Speedway Blvd. DS 2-02.2.1.A.21. 10. Indicate the width of the existing sidewalk along Campbell Ave. and Speedway Blvd. A 6' sidewalk is required for all new development along an arterial road. If the existing sidewalk width is less than 6' wide, a 6' sidewalk in the future sidewalk location will need to replace the existing sidewalk. Revise the site plan accordingly. See related comment 17. 11. Provide future site visibility triangles (SVT) for Speedway Blvd and Campbell Ave. Label both existing and future SVTs. If the existing and future SVTs are coincident, label it as both existing and future. DS 2-05.2.4.R.DS 2-02.2.1.A.10. 12. The 5' wall used as a landscape screen is obstructing a clear line of sight within the SVTs on First Street. Revise the plan to show the 5' wall outside the SVTs. DS 2-02.2.1.A.10. 13. The alley (Public ROW) is being used as part of the infrastructure of the project. Per Development Standard 3-01.6.6., alleys are to be used for utility placement, provision of sanitary services and as a secondary point of access to property. The alley is being used as a PAAL for this project, which is a primary use to this site. Is there an ingress/egress easement for use of the alley for the project? Is the intent to purchase the alley from the City of Tucson Department of Transportation? Clarify in the response letter. Be advised the alley must meet current code. 14. Is there an entrance/exit drive from the existing alley to Campbell Ave.? Clarify on the plan view. Dimension the required 24' entrance/exit drive and label accordingly. Provide 25' curb returns. Revise the plan view. 15. There are several areas where the alley appears to not have a full 24' width. Is the alley one way? There are several obstructions in the alley within the 24' width; solid waste enclosure, do not enter sign, parking spaces. Revise the plan view to show dimensions throughout the alley and remove any obstructions from the 24' PAAL width. 16. Provide a PAAL dimension for the underground parking garage. The minimum width is 24' for two way traffic aisle. Revise sheet 2 and 3 to show a 24' PAAL width within the underground garage. DS 2-02.2.1.A.11. 17. Keynote 6 denotes exiting sidewalk, without indicating a width. Keynote 6 is shown on all four street frontages. Be advised Speedway Blvd. and Campbell Ave. have different sidewalk width requirements than local roads. All new development requires 5' sidewalks. From street centerline of Norris Ave and First Street dimension to the curb and sidewalk. Indicate the width of the sidewalk. DS 2-02.2.1.A.21. 18. Along First street there is approximately a 14' gap within the sidewalk (refer to redline). Is this a typo or is there infrastructure that is not called out. Sidewalk within the ROW must provide continuos pedestrian circulation. Clarify in the response letter and/or revise the site plan. 19. For a driveway to a local street 18' curb returns area required per the Transportation Access Management Guidelines Table 5-2. Norris Ave and First Street are designated as local streets. Revise all four driveways to show 18' curb returns. 20. It is acknowledged a grading plan has been provided. However it is a requirement of DS 2-02.2.1.A.16. to provide drainage patterns and finish grades. Provide patterns and finish grades throughout the site or add a note to the plan referencing the grading plan for the required information. 21. Provide existing topographic contours at intervals not exceeding 2' and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, include City field book and page number. Refer to the above comment. 22. Provide estimated cut and fill quantities on the site plan. DS 2-02.2.1.A.17. 23. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Revise detail H on sheet 6 to show truncated domes. 24. There is a conflict with vehicle maneuverability with the loading space location and the solid waste enclosure. A loading vehicle can not safely maneuver in and out of the loading space without obstruction with the solid waste enclosure. Relocate either the loading spaces or the solid waste enclosure. Revise accordingly. DS 2-02.2.1.A.14. 25. The solid waste enclosure must provide for recycling. Revise the site plan to show a solid waste enclosure for recycling. 26. One solid waste enclosure does not provide sufficient volume for the garbage generated by a hotel. Please contact John Clark from the Department of Environmental Services (791-3175 ext. 1136) for solutions. 27. Per Development Standard 6-01.4.2.C.1., food service establishments are required to provide a sewer connected drain in the center of the concrete slab to facilitate container cleaning. Revise detail G on sheet 6 of 8 to show a drain and the site plan view to show connection to the sanitary sewer system. 28. Speedway Boulevard New Hotel Building Site Plan TRANSMITTAL DATE: May 18 , 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This plan was reviewed for compliance with requirements of the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). This project was reviewed for compliance with content requirements of DS 2-02.2.1. Be advised, this project was reviewed for full code compliance with the construction of new building area and new vehicular use area. Note: prior variances and special exceptions for this site are null and void with the commencement of this project, and any new variances and special exceptions required for aspects of this project to proceed must be obtained prior to obtaining approval of the site plan for this project. 2. Per DS 2-02.2.1.4, on/near the location map, please list adjacent subdivisions with their respective recordation information (bk/pg). 3. Per DS 2-02.2.1.8, with regards to parking: A) 168 parking spaces shown on the plans. Clarify with parking bumpers, etc. if there are two additional spaces next to the handicapped parking off Speedway. B) Provide dimensions, angles and parking bumper specs for the parking garage C) Provide directional arrows for traffic flow in parking garage, with parking angles D) Show parking bumper fully contained within 2.5 feet of the top of the parking space. E) Use of an alley for access is not permitted, per LUC 3.2.8.2. - variance required. F) Clarify use areas with dimensions and directional arrows in proposed alley use area. G) Provide one way no access sign at Campbell access to prevent two way east in alley. H) Research possible city abandonment of alley for purchase with combination to lots. 4. Per DS 2-02.2.1.9, with regards to bicycle parking: A) show detailed location/measurements for bicycle parking provided in parking garage B) clarify lighting in garage for bicycle parking C) provide number and class type of bicycle parking spaces in parking garage 5. Per DS 2-02.2.1.11, dimension and provide directional arrows for all PAALs, include the access ramp in the parking garage. 6. Per DS 2-02.2.1.11 and 3-05, for clarification on how traffic circulation is proposed through the alley, provide directional arrows and widths for PAALs proposed relating to single and two way (along west side of site) traffic. Please recall, this information is for purposes of possible future variances. 7. Per DS 2-02.2.1.13, call out any signage, with dimension information. 8. Per DS 2-02.2.1.20, explain if the parking area proposed south of the alley is within an easement - as it is showing up on an independent lots. Provide cross access/parking agreements. 9. Per DS 2-02.2.1.25, show any proposed free-standing lighting, and provide specs. 10. Please be advised, prior Special Exceptions approved for location of cellular antennae and Board of Adjustment variances granted for parking will be null and void with the commencement of this new project. 11. Provide written confirmation that continued use of easement in right of way for underground parking garage is permitted. Contact Transportation Department. 12. Per DS 2-02.2.1.20 and DS 2-08, pedestrian refuge area is needed - 5 feet wide inclusive of 4 feet wide sidewalk - between the parking area directly south of the building and the building. Provide clear access to the rear entrance. Provide same also between PAAL at west side of site and building. Also, keep in mind that handicapped access ramps may be required to allow access along these sidewalk routes. 13. Remove access aisles from behind handicapped parking spaces, a parking space should not be backing over an identified access aisle. 14. Demonstrate maneuverability for all loading zones on plan. Dumpster conflicts. 15. Relocate dumpster along alley to allow visibility for cars backing up into alley area. See Engineering comments please. 16. Verify correct half right of way line for Campbell, and clearly identify where measurements taken from. 17. Speedway right of way should be 150 within 300 feet of intersection of Campbell/Speedway. The plan shows 147 max. Clarify. In addition, please call out the half right of way measurement on the south side of Speedway. 18.
