SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM01123) and submitted Drainage Report, prepared by JE Fuller Hydrology and Geomorphology, Inc., for the above referenced property and does not recommend approval of the Site Plan or Drainage Report at this time.


DRAINAGE REPORT:

1) Revise the Drainage Report correcting the discrepancy between the volume of calculated run-off from the excess impervious coverage on Page 2 (1721.3 cfs) and in the run-off calculations located in the appendix (199.44 cfs).

2) DS Sec.2.3.1.3.B.3: Provide clarification for the calculated runoff shown on Page 2 of the Drainage Report. The calculations could not be located in the attached appendix.

3) DS Sec.11-01.9.2: Provide a detail and cross section for the proposed detention basin, recommended weir, and the downstream rock riprap blanket design showing dimensions, slopes, and setbacks from property lines. The minimum setback from property line is 2 feet. Provide the detail in plan view on the revised site plan with the engineer of records seal and signature for the detention basin, weir, and rock riprap blanket design.

4) DS Sec.10-02.2.3.1.2.E: Provide the long-term maintenance responsibilities for the proposed detention basin. Specify name, address, and telephone number of the person responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of drainage improvements.


SITE PLAN:

5) DS Sec.2-02.1.2: Revise the site plan's legal description to reflect Lot 107 of Wilmot Farms.

6) DS Sec.2-02.2.1.31: Revise the site plan to show the location of the existing on-site sewage disposal system.

7) DS Sec.10-01.5.2.6: Revise the site plan to accurately reflect the proposed detention basin, weir and rock riprap blanket design and dimensions as called out in the Drainage Report. Provide these details in plan view.

8) DS Sec.2-02.1.2: Provide a revise site plan that is sealed and stamped by the engineer of record for the detention basin, weir and rock riprap blanket details and dimensions.

9) DS 10-02.0, Section 14.3.2: Provide a note on the site plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."


GENERAL COMMENTS:

Please provide a revised Site Plan and a revised Drainage Report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
