Fort Lowell Road Site (re-stripe parking plan) & Tenant Improvement (Charter School) TRANSMITTAL DATE: April 27, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. NOTE: This plan was submitted for full code compliance review of the entire site, and a site review fee was charged. Staff's further review of the plan has determined this is not a full code compliance review, and a site fee is not required. 1. This plan was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), International Building Code 2003 (IBC) and American National Standard (ANSI). It is acknowledged this plan is for a charter school tenant improvement and parking lot re-stripe of a shops/offices complex. This review encompasses the codes applicable to both projects - and issues that are applicable with site changes. Re-striped parking areas will have to meet code. 2. There are two possible parking calculations for this development: A) List parking ratios and provide required parking spaces for each use individually. B) This development is over 50,000 s.f. and can have parking for all uses combined at a 1/200 gfa - as long as 51% of the uses in the development are retail/office. Please provide revised calculations and a percentage of retail uses (or equivalent to 1:200) parking ratio on the site. NOTE: The parking calculations list some tenants classified incorrectly - Clear Channel is a communications use, Dance Visions is an instructional school and Patio Connection total s.f. must be parked the same ratio. Patio Connection can only have a 1:400 parking ratio if it is a furniture store. Please provide the Certificate of Occupancy to clarify. 3. The submitted plan does not appear to have landscaping, as the last approved plan and 2005 aerial photo show. Please revise the plan to show the required landscaping areas. 4. It appears some parking areas will have re-striping. To ensure code compliance, please dimension: the entrance/exists, PAALs, typical and handicapped parking spaces, front of wheel stops to front of parking space, handicapped access aisles, sidewalks. 5. The plan states the proposed drop off lane is within an existing parking area. Prior plans and a 2005 aerial photo do not show this area (directly adjacent south of the building) as an authorized parking area. Any change to vehicular use area must meet code. 5. In addition, show building pillars and roof overhang/pedestrian areas near drop off/loading area, per prior plans included. 6. Per 2-08, pedestrian surfaces must be raised from vehicular use areas. It appears that in between the handicapped access aisle and the PAAL closest to the building, the pedestrian area is at the same level as the parking lot. Please clarify, revise if applicable. The handicapped access aisles should have a buffer from the PAAL. 7. Per ANSI, provide location, slope, direction, and dimensions of all handicapped access ramps. Please ensure truncated domes (early warning devices) are provided on all ramps where transitioning from pedestrian to vehicular use area. 8. Per ANSI, provide location of handicapped parking signage, and details - such as an updated fine of $518.00 for parking illegally in a handicapped parking space. 9.
