The Site Plan (SP) cannot be approved as submitted per the following review comments. Please include a response letter to the comments along with the corrected copies of the SP with your next submittal.

SITE PLAN:
1. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. Be advised that if the total amount of fill equals or exceeds 50 cubic yards (cy), a Grading Permit and Grading Plan will be required.
2. Some of the identifying labels mention "existing" or "proposed". Please clarify whether existing or proposed for all identifying labels
3. Please provide the Basis of Bearings for the lot.
4. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with Standard Detail 207. Please change Concrete Ramp Detail D2 and Concrete Walk Ramp Detail C2 on page C5.1 of the SP accordingly.
5. If the proposed work causes changes in grades, please provide the drainage patterns via flow arrows and finished grades.
6. Please provide existing topographic lines on the SP.

03/22/2006 PETER MCLAUGHLIN NPPO REVIEW Denied Submit NPP plan or Application for Exception; If submitting an Application for Exception, include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Such documentation includes photographs of the site taken from all sides of the property. Photographs of the site are necessary for NPPO approval per DS 2-15.2.0.C.

2. The existing mesquite tree, to be preserved in place within the parking lot planter area, is shown to be located immediately adjacent to a curb and parking space. The preservation of a substantial portion of the root system for individual protected native plants to be preserved in place will increase the survival rate and the health of these plant. To avoid heaving of pavement, and root or trunk damage, grading shall not encroach to the base or trunk of this native tree. Revise.

All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. In addition, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Include in the mainetenance schedule the replacement/upkeep for inert ground cover materials.

2. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage on the landscape plan per DS 2-07.2.2.A.2.g. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

3. Dimension the length and width of street landscape borders and provide a calculation of the number of canop trees per length on the plan. Street landscape borders shall be a minimum of ten (10) feet wide as measured from the street property line, and located entirely on site. Revise plan accordingly.

4. It is not clear on the plan that curbing is provided between the parking lot and the landscaped areas. Landscape borders and planter areas located along parking lot where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B and DS 3-05.2.3.C.1. Label the location of curbs provided along the edge of the vehicle use area for protection of the landscaped areas.

5. Per table 3.7.2-I, a five-foot high wall is required for screening the use and parking area from adjacent residential zone to the north. Label the wall clearly on the landscape plan, state its height and type of construction.

11. Add a legal description to the site plan and landscape plan per DS 2-07.2.1.B.1

12. The loading zone must be adequately screened from the street with a 6-foot high wall per LUC Table 3.7.2-I.

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.


1. This review is under Development Standards 2-02 for site plans. The zone for this site is C-2 and the use is Construction Services (LUC Section 2.5.4.2.A.8). The Development Designator is "30" and the Perimeter Yard Indicator is DD (LUC Sections 3.2.3.2.B and 3.2.6.4). The expansion for this site is greater than twenty-five percent (25%) and requires full code compliance.

2. Please provide complete dimensions for the existing building and its location depicting all setbacks (DS 2-02.2.1.A.6). Please provide the last approved site plan to confirm the portions of the structure identified as existing. [See comment # 15.]

3. The off street parking area must be fully dimensioned. Such things as the parking area access lane (PAAL), the back-up spur and the distance from the back-up spur to the property line are require dimensions (DS 2-02.2.1.A.8). The minimum width of the PAAL is twenty-four feet (24'-0") (DS 3-05.2.1.C.1 and LUC 3.3.7.2). The minimum depth of the back-up spur is three feet (3'-0") with three foot (3'-0") radii. The minimum distance from the back-up spur to the property line or any obstruction is also three feet (3'-0") (DS 3-05.2.2.D & Fig 2). There must be wheel barriers or a six-inch curb to prevent encroachment onto any unpaved areas adjacent to the vehicle use areas. The minimum distance between a PAAL and any property line or any other obstruction is two feet (2'-0") (DS 3-05.2.B.3). Provide the minimum setback between the vehicle use area and the property line to the south.

4. Please dimension the pedestrian refuge area between the building and parking spaces 4 and 5 (DS 2-02.2.1.A.12, DS 3-05.2.2.B.1 and Fig 1).

5. Identify the type of lighting and paving materials for the bicycle parking and state the number of bicycles the rack supports (DS 2-02.2.1.A.9). The minimum length for each bicycle parking space is six feet (6'-0") (DS 2-09.6.1.B). Please provide this dimension on either the plan or the detail.

6. Please provide the "location, type, size, and height of all existing and proposed signage (DS 2-02.2.1.A.13). Also identify any billboards on the site or on any adjacent sites.

7. There appears to be no real access to the loading space. The loading space is blocked by the trash dumpster and the loading space blocks access to one of the garage parking spaces. A clearly defined maneuvering area is required for a loading space (DS 2-02.2.1.A.14).

8. If applicable, all easements of record must be depicted and dimensioned on the plan with the use identified along with the recording docket and page reference (DS 2-02.2.1.A.20).

9. If applicable, provide the type and location of any free-standing lighting (DS 2-02.2.1.A.25).

10. Correctly identify the existing and proposed use with the proper Development Designator. [See comment #1] All indications are that the use for this site is Construction Services (DS 2-02.2.1.A.31). Please revise the plan.

11. Please revise the lot area calculation. The dimensions provide a square footage of 9,600 square feet and the Pima County Assessor Property Inquiry also states that the square footage of this parcel is 9,600. The square footage identified on the site plan is 9,632. Please revise the plan and all the relevant calculations for correctness and consistency (DS 2-02.2.2.A.1).

12. The expansion number and the floor area are not all together consistent. The expansion square footage is 1,684 but the proposed covered structure is only 948.8 square feet. Please identify each area of expansion and list the square footage for each area (DS 2-02.2.2.A.2).

13. Please revise the floor area ratio (FAR) for this site plan (DS 2-02.2.2.A.3).

14. The required parking is based upon the principle use. Storage is not the principle use and cannot be used for any of the parking calculation. The previous use for this site was retail (The Pottery Barn) and the actual propose use is construction service. (See comment # 1.) The required parking for Construction Services is one space for every two hundred fifty (250) square feet GFA (LUC Section 3.3.4). Please revise the required parking calculation on the plan (DS 2-02.2.2.A.4).

15. Please provide the last approved site plan and building plans so that expansion calculation can be confirmed (DS 2-02.2.2.A.6). [See comment # 2.]

16. A Certificate of Occupancy is required for the current use of this site.

17. Please provide truncated domes, as detectable warnings, at the handicapped accessible transition ramp. Provide an annotated detail for the truncated domes (ICC/ANSI A117.1-2003: Sec 406.1, 406.6, 406.12 & Sec 705.5). The truncated domes must be twenty-four inches (24") deep and the full width of the flush surface off the access aisle for the van accessible parking space (ICC/ANSI A117.1-2003: 405.13.1). These truncated domes must be located between six (6") and eight (8") inches from the nearest edge of the curb, where it meets the access aisle (ICC/ANSI A117.1-2003: 405.13.2).
