2. A street landscape border is required along all street frontages, including Tucson Blvd. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

3. Landscape plan shall include irrigation specification design and layout per DS 2-07.5.4.A & DS 2-07.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

4. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Indicate the basin treatment on the landscape plan..
03/06/2006 PETER MCLAUGHLIN NPPO REVIEW Denied 1. The NUOS setaside area must be recorded in a surveyable manner and must be included in Covenants, Conditions and Restrictions. Delineate the area on the NPP plan in a manner that may be recorded.

2. When using the Set Aside Methodology, a minimum of thirty (30) percent of the site shall be set aside in perpetuity as NUOS area. The total site area stated on sheet 1 of the NPP Plan (4.3 acres) is not consistent with the total site area stated on the site plan, which reads 9.37 acres with a total graded area of 7.2 acres. Revise the set aside calculation to be correct based on the total site area. Remove the note which states that the existing parking lot is exempt from NPPO.

3. Is the height of the saguaro 3 inches as specified in the inventory table pn sheet 1 of 2, or should this read 3 feet? Saguaros shall be at least four (4) feet in height, or if the replacement plants are salvaged and transplanted from the project site, then such plants shall be at least two (2) feet in height. 4. Include the entire site on the NPP plan, including the portion adjacent to Tucson Blvd. as indicated by the project location map and to be consistent with the site plan sheet index.

5. Protected Native Plants to be transplanted on-site and/or replacement plants shall be located outside of the set aside area. It is not clear that the saguaros are located outside of the set aside area becaue the setaside area is not clearly delineated on the NPP plan. Revise plan to show the limits of disturbance along the southern edge of the wash and, if necessary, revise the proposed location of saguaros shown on the NPP plan to be outside the set aside area.

SUMMARY: The Site Plan was reviewed by Development Services Department, Engineering Division on March 9, 2006. It was not approved. Please address the following comments.

Site Plan/Grading Plan Comments:
1. A floodplain use permit is required for this project. Provide a completed floodplain use permit along with the $50 application fee and $150 hydrology review fee. (Tucson Code Chapter 26-11.2)
2. Show how water harvesting will be maximized by directing drainage to landscape areas to the maximum extent possible.
3. Show on the plan how the retention and detention requirements will be met.
4. Show and label water surface contours along the wash. The contours

5. Provide a copy of the previously approved Drainage Report. The drainage report must address the retention and detention requirements of the site, including the expansion area. The project is within a balanced basin so retention and detention must be provided.
Stormwater Pollution Prevention Plan:
6. Part IV.C.2.c. Clarify the total area of site and estimate of total area expected to be disturbed. Clarify on the Site Plan/Grading Plan whether this is a new project or a revision to the previously approved project.
7. Part IV.C.2.e. Include and identify receiving waters in the general location map. It appears that the receiving waters for the new project area is the unnamed tributary of the Airport Wash that traverses the property.
8. Part IV.C.3.a. Identify on the map drainage patterns and estimated slopes after grading.
9. Part IV.C.3.b. Identify on the map areas of soil disturbance Identify on the map areas not to be disturbed
10. Part IV.C.3.g. Identify on the map locations where stormwater is discharged to a surface water (e.g. ephemeral waters or dry washes) and to MS4s. The additional paved area seems to sheet flow into the on-site wash.
11. Part IV.C.4. Identify on the map or in a narrative, the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos.
12. Part IV.D.2.a. Describe the erosion and sediment controls designed to retain sediment on site to the extent practicable. Provide sediment controls along the south bank of the wash
13. Part IV.F. Include copy of the NOI and ADEQ authorization as part of the SWPPP.
14. Part IV.J.1. Each Operator must sign the SWPPP.

Revise the Site Plan/Grading Plan, to address all of these comments and resubmit four copies for review along with three copies of the revised SWPPP. Include a letter explaining how each comment has been addressed. Also submit a copy of the previously approved Drainage Report. 3. This site is located within the Airport Hazard District (AHD) of the Airport Environs Zone (AEZ). Add an AHD note to indicate that the elevation above median sea level (MSL) of the NE end of TIA runway 21 is 2,567 feet above mean sea level. Include the mean elevation of the site and indicate the max height of the proposed buildings is not to exceed 2,617 feet (50 feet above the elevation of the southeast runway) above MSL. Add the maximum proposed building height for any buildings, if applicable.
