COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Per last review: Staff needed to review the number of parking spaces for the development as a whole once the primary uses were declared. Staff accepts the parking needed and provided, however a handwritten note on the plan needs to correct the parking provided from 12 to only 11 spaces.

2. Per last review: Due to full code compliance requirements, a loading space was required, at 12x35 feet, for the existing retail use. Per our recent meeting, you agreed to provide a loading zone at such size for the retail use. On the drawing, please clarify that the loading zone is striped and provide a diagram showing how maneuvering is accomplished. SEE ENGINEERING BEFORE MEETING WITH ME ON THIS.

3. Per last review: A lot combination was needed to combine the two parcels. I acknowledge that the lots have been combined per the Assr. Please provide a copy of the lot combination form for city records.

4. Per this review: An accessible route has to be provided from the handicapped accessible aisle to the pedestrian route on the site. Provide a crosswalk from the access aisle to the sidewalk and provide a ramp where needed. Ensure the crosswalk does not cross the loading or trash pick up areas and is not positioned where maneuvering of the loading or trash pick up areas takes place for safety purposes. Crosswalks must be provided perpendicular across the PAAL, not at an angle, therefore moving the handicapped parking location may be required.

Plant materials located within sight visibility triangles should consist of ground cover or low-growing vegetation of a species that will not grow higher than thirty (30) inches. However, trees may be installed within those areas provided that:

§ The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter;

§ The lowest branch of any tree is at least six (6) feet above the grade of the street or driveway, whichever is the determining factor in the sight visibility triangle; and….

§ Trees are not planted in a line that could result in a solid wall effect when viewed at an angle. Revise the landscape plan as necessary to remove vegetation choose appropriate plant material that will not meet requirements within the SVT. Ceasalpinia pulcherrima will typically grow in excess of 3 feet.

3. Peruvian Verbena (Verbena peruviana) will not cover 25-sq. ft. per plant revise the number of plants required for coverage.

4. The location of individual plants 1 gallon or larger in size. Include the exact number of plants on landscape planting plan.

5. Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover. Plant symbols need to be larger to verify coverage. Red Bird of Paradise (Caesalpinia pulcherrima) is considered a shrub, and Peruvian Verbena (Verbena peruviana) is a ground cover, revise-planting plan as necessary.

6. A 5' wall to screen commercial property from residential zone to the south must be provided per LUC Table 3.7.2-I

7. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

8. Add note to landscape plan: ALL LANDSCAPE AREAS SHALL BE DEPRESSED A MAXIMUM OF 6' TO ACCOMODATE WATER HARVESTING.

Comments related to the site plan review dated August 17, 2006 have been addressed but the following comment must be addressed prior to site plan approval. The site plan is not approved at this time. Please address the following comments:


· Submit a clean copy of the proposed site plan. Provide all information associated with the 1st and 2nd review on one or two sheets. The site plan submitted is confusing and requires review of multiply sheets with conflicting information. Clarify all information into one concise plan.


GENERAL COMMENTS:

Please provide a revised site plan that address the comment provided above.

Review of the next submittal can be done at the counter for faster expediting service. Provide redline copies so that all information can be verified on the new, clean site plan.
