Comments related to the site plan review dated February 14, 2006 prepared by Patricia Gilbert, Engineering Associate and further comments generated by this review must be addressed prior to site plan approval. The site plan is not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.4: Revise the location map to show the parcel location approximately centered within a one square mile area. Identify conditions within the square mile area shown on the project location map located on Sheet S-01, such as subdivisions, major streets, and major watercourses. Reference recorded subdivision plats by book and page numbers. 2) DS Sec.2-02.2.1.A.10: Revise the site plan to label the near and far sides of the existing and future sight visibility triangles on plan view. Parking spaces, signs, landscape and walls will not be approved within the future right-of-way. Provide a note on the site plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. 3) DS Sec.3-05.2.1.3.b: Revise the site plan to show a minimum unobstructed radius of 5 feet that is required at PAAL intersections, unless the PAAL is designated as a fire lane or access for refuse collection then a minimum unobstructed radius of 18 feet is required. 4) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required continuous pedestrian circulation path that must connect all public access areas of the proposed building and the circulation path located on Ajo Way. 5) DS Sec.2-02.2.1.A.15: Provide a drainage report for the parcel showing existing and developed conditions. The subject parcel is located in a balanced basin as shown on the Balanced and Critical Basin Maps outlined in the Stormwater Detention/Retention Manual. The developed discharge for the 2, 10, and 100-year flow events must be less than or equal to the existing corresponding discharge values. The drainage report must meet the minimum standards for development outlined in the Stormwater Detention/Retention Manual. 6) DS Sec.2-02.2.1.A.16: Provide a detail for the location and type of drainage structure, label and dimension proposed scuppers, that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a statement in the drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 7) DS.2-01.2.1.A.19: Revise the dimensioned Major Streets and Routes Plan right-of-way for Ajo Road. The site plan shows a 45-foot half right-of-way when the MS&R maps show a required 60-foot half right-of-way. 8) DS Sec.3-01.3.3.A: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Ajo Way. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. 9) DS Sec.2-02.2.1.A.32: Revise dimensions for refuse container, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Show maneuverability for refuse vehicles in plan view. 10) DS Sec.2-02.2.2.A.5: Provide the required maneuvering area for any required loading zones. Refer to AASHTO for the national standards for turning radii. 11) DS Sec.3-01.2.7 A: Revise the site plan to reflect handicap access ramps with truncated domes. Please refer to this standard and the figures for additional street design requirements, including curb access ramps, utilities, landscaping, etc. 12) For the water-harvesting areas provided refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the proposed water harvesting areas. GENERAL COMMENTS: Please provide a revised site plan and a drainage report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan.
