| 02/07/2006 | PATRICIA GEHLEN | ZONING | REVIEW | Denied | DSD TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: David Rivera Senior Planner PROJECT: T06CM00221 7157 East Broadway Boulevard Addition of Storage Area and Outside Dining Area for Restaurant TRANSMITTAL DATE: February 26, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. Just for clarification this is not a T.I. This is an expansion of building area as well as outside dining area. Please keep in mind the at the outside area must be included for parking requirements. 1. Both of the copies of drawings submitted with the drawing with the proposed changes are insufficient for determination of additional impact to the existing shopping center. It is requested that a comprehensive as built drawing depicting the entire shopping which should include the information on each use, square footage of each suite, and the overall parking requirements if the development does not qualify as a shopping center. 2. A recent lot split has occurred on the site and it is not clear whether the lot split review and approval was processed through the Development Services Department. Please provide documentation supporting the approval of the lot split. Also the plan does not include the delineation of the of the new lot lines. Please draw the new property lines and label with distance and bearings. Because the lot has been split the existing and proposed structures must be with the lot boundary. Per the drawing it appears that the outside patio may be outside the new lot boundary, please confirm compliance. 3. As a result of the expansion of the storage area along the north side of the building several and approximately nine parking space will be lost. It is acknowledged that new parking spaces are proposed but it is still not clear due to a lack of clear information if the required number of parking spaces have been provided. This will be verified once the as built drawing is submitted and reviewed. The parking area as proposed along the West Side of the building does not appear to be within the new lot boundary. Please confirm if a cross access/cross parking agreement has been recorded or is existing and covers this issue. The new parking area along the West Side of the building does not meet development design standards. The one way PAAL as designed does not meet the required width due to requirements for a five-foot wide pedestrian refuge area with a four-foot sidewalk between the building and the PAAL. The sidewalk area must be physically separated from the vehicular use area. 4. The loading zone should be relocated away from the parking space as depicted on the plan. The location of the loading zone if located at least 18 feet from the new parking space will provide for better and safer maneuvering into and out of the loading area. 5. The one way sign next to the door along the north side of the building should be relocated so as not create a safety concern when using the doorway. The one way signs proposed on city right-of-way must be relocated on site or permission from the Transportation and Traffic Departments must be granted. Relocate as requested. 6. The existing and future full and half right-of-way information for Broadway Boulevard must be added to the plan (includes, drawing, labeling, and dimensioning the existing and future property lines, sidewalks and curbs. The information is required due to the close proximity of the proposed outside ding area to the property line. The future right-of-way line may affect the design of the building.
