Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time. The preliminary copy of teh tentative plat submitted is dated Septemeber 2006. (The tentative plat appears to have been approved in March of this year.)

2. Zoning could not verify that the grading plan was in compliance with the CDRC approved approved and stamped tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan (SWPPP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:
1. Please include a response letter to the comments along with the corrected copies of the GP.
2. The GP cannot be approved prior to the approval of the SWPPP.
3. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Lots 8, 9 and 10 have fill greater than 2'. Please address.
4. Cut or fill slopes require a 2' minimum setback from property line. Per previous comment.
5. Install wheelchair ramps between lots 4/5 on the east side of the street and on the west side of the street between lots 16/17.
6. A maintenance ramp is required for the Ret./Det. basin per SMDDFM Chap. 14.3.4. Provide removable post barricades at the maintenance ramp.
7. Key note 2 in the basin (barely legible) is pointing to a structure of some kind, but the call-out says it's a concrete channel. Explain or revise as necessary. Also clean up the drafting.
8. There are many call-outs and text that are illegible and/or over each other and cannot be read. The drafting should be cleaned up.
9. Dimension all rip-rap aprons (WxL) for construction purposes.
10. Provide additional spot elevations and dimensions for the basin. Basin must be graded to drain.
11. Grade basin to drain. A min. 1% slope required.
12. It appears that break out over the sidewalk will occur at the basins outlet structure. Revises grades as required to prevent any break out over the sidewalk.
13. Provide a cross-section where the section is taken from on the 4' wide conc. channel. Also call out the size of the wall opening (if applicable) at the end of the channel.
14. Provide analysis of the existing wall at the basin for stability when the basin is full of water. The analysis shall also include the effects of saturation on the wall.
15. Call out scupper types and lengths/heights or provide construction details.
16. Add the following notes to the grading plan:
· "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work."

· "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation."

· "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it."

Drainage report:
1. Please include a response letter to the comments along with the copies of the DR.
2. A copy of the DR was not included in the re-submittal.
3. Provide documentation and/or address in the DR, for the use of the outside common area to be used for drainage.
4. A maintenance ramp is required for the Ret./Det. basin per SMDDFM Chap. 14.3.4.
5. It appears that break-out over the sidewalk will occur at the basins out structure. Revises as required.
6. Dimension all rip-rap aprons for construction purposes.
7. Provide additional spot elevations and dimensions for the basin. Basin must be graded to drain.

Stormwater pollution prevention plan:
1. Provide a response letter indicating where on the SWPPP the requirements have been met per the ADEQ check list (available on line at: http://www.azdeq.gov/environ/water/permits/download/cswppp.pdf) along with corrected copies of the SWPPP.
2. The requirements for the SWPPP were included with the previous submittal comments, however the comments were not addressed. Revise the SWPPP as required.
