The Grading Plan (GP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Loren Makus or Bev Hester will review the SWPPP and comments will be posted later this week.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. See redlines on the submitted drawings and address the additional redline comments. During the next submittal please re-submit the roll of redlines for back checking purposes.
3. At the intersection of Stone Court with Stone Avenue provide a 6" difference between the high point on Stone Court and the curb line of Stone Avenue to prevent breakout of stormwater runoff along Stone Avenue.
4. Spot grades along the Stone Avenue curb-line are not consistent with illustrated contours, please revise.
5. Ensure that the illustrated contours and the spot grades coincide with the 'Basis of Elevation' per note 4 of the general notes on sheet 1.
6. Keynote 14 appears in the plan view but is not shown in the keynote descriptions.
7. Please consider screening back the existing survey spot grades to avoid confusion with the proposed grades and to reduce the overlapping text work.
8. Keynote 1 (No Access Easement) is not shown in the plan view; please revise.
9. Show limits of grading.
10. Show the 100-year flood peak discharge per the drainage report.
11. Call out peak discharges entering and exiting the site.
12. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207.

Stormwater Pollution Prevention Plan (SWPPP) Review

The Stormwater Pollution Prevention Plans (SWPPPs) requirements are found in The Arizona Pollutant Discharge Elimination System General Permit For Discharge From Construction Activities to Waters of the United States Permit No. AZG2003-001 Part IV.

The SWPPP submitted on December 5, 2006 does not meet the minimum requirements of the Construction General Permit and the City of Tucson Stormwater Ordinance. Please revise the SWPPP in accordance with the following comments.

Please make the following corrections and/or additions:
1. A number of comments have been highlighted and written in the SWPPP to aid in making corrections.
2. The drainage report submitted with the grading plans shows a flow (Q100) of 24.6 cfs coming on to the property from the south and flowing through the property. The SWPPP map shows this flow to be diverted to the property to the west.
3. The SWPPP map does not show the water flow patterns (arrows) on the property before or during construction (see drainage report). Please include these in the SWPPP map.
4. The SWPPP map does not show the water flow patterns (arrows) on the north and south sides of the property after construction.
5. The SWPPP map does not show the flow through the weep holes through the wall on the north side.
6. The SWPPP map shows a CMU wall on the north side. However, the landscape plan shows a chain-link fence. Please correct.

Please correct the AZPDES General Permit Requirements listed below (note, that if the item does not apply to this project, then say so. For example, #22., Part IV.C.3.f. "Identify on the map locations of all surface water bodies (including wetlands)." If there are no surface water bodies on site, then say so.

PROJECT DESCRIPTION
7. Part IV.C.2.e. Include and identify receiving waters in the general location map.

SITE MAP
8. Part IV.C.3.a. Identify on the map drainage patterns and estimated slopes after grading.
9. Part IV.C.3.c. Identify on the map locations of structural and nonstructural controls identified in the SWPPP. Identify concrete wash-out location. Provide SCE specs on plan.

STABILIZATION EFFORTS
10. Part IV.D.4.a. Describe and identify interim and permanent stabilization practices for the site. Document where existing vegetation will be preserved.
11. Part IV.D.5. Describe structural practices used to divert flows from exposed soils, store flows and limit runoff and the discharge of pollutants from exposed areas to degree attainable. (Combination of sediment and erosion controls must be used).
12. Part IV.D.5.b Describe where and what type of velocity dissipation devices will be used at discharge locations and along outfall channel.
13. Part IV.D.8.c. Describe the location and type of all construction and waste materials stored on site (Update SWPPP as necessary).
14. Part IV.D.8.c. Describe BMPs for managing concrete truck washout and surplus concrete discharge.
15. Part IV.D.8.e. Describe measures to be used to sufficiently stabilize soil at culvert locations.
