SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan, grading plan, and Drainage Report (prepared by DCC) for the above referenced property. Engineering Division does not recommend approval of the site plan or grading plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS: The site plan has been reviewed for full code compliance with the City of Tucson Development Standards and Land Use Code due to lot expansion. This includes existing and proposed improvements.

1) DS Sec.2-02.2.1.A.2: Revise the Township, Range and Section portion of the location plan to read T14S, R13E Sec 35.

2) DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet C1.1 to identify conditions within the square mile shown, such as section corners, watercourses and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers.

3) DS Sec.2-02.2.1.A.5: Provide recordation information showing that all lots have been combined. Lot combination is required prior to site plan approval.

4) DS Sec.2-02.2.1.A.8: Provide a fully dimensioned offsite street-parking layout. Provide dimensions for PAALs and parking spaces. Existing parking must be shown and dimensioned to verify compliance with Development Standards 3-05.0.

5) DS Sec.2-02.2.1.A.8: Provide a dimensioned back-up spur at the end of the row of parking located on the west side of the building with a minimum of 3 feet in depth, 3-foot radii, and a wheel barrier to prevent encroachment onto any unsurfaced area. Label all dimensions for proposed back-up spurs.

6) DS Sec.2-02.2.1.A.10: Provide the existing and future sight visibility triangles for all intersections of the PAALs at Irvington Road. Refer to DS Sec.3-01.5.1 for sight visibility requirements and dimensions.

7) DS Sec.2-02.2.1.A.10: Revise the SVT triangle at the intersection of 15th Avenue and Irvington Road. Near side dimension for a local street intersecting an Arterial Street is 340-feet. Provide both existing and future SVT.

8) DS Sec.2-02.2.1.A.11: Verify and label the 18-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at the driveway entrances located on 15th Avenue. Refer to DS Sec.3-01.3.2.C for street development standards. For use of standard driveway aprons approval from City of Tucson Traffic Engineering is required, contact Jose Ortiz, P.E. at 791-4259 for further information.

9) DS Sec.2-02.2.1.A.11: Provide the dimensions for all access points located along Irvington Road. Verify minimum dimensions for all access points are labeled and shown. Refer to Tucson Code, Chapter 25, and Section 25-39 for driveway and curb cut requirements.

10) DS Sec.2-02.2.1.A.12: Revise the site plan to show that all transitions from pedestrian circulation to vehicular use area have truncated domes per ANSI Standards A117.1-2003 Section 406.13. Provide the dimensions on the details with the minimum requirements.

11) DS Sec.2-02.2.1.A.12: Revise the site plan and Keynote 32 to label the required 5-foot wide sidewalk along 15th Avenue. Label all proposed pedestrian circulation paths around the buildings as 4-feet or 5-feet where adjacent to a PAAL or parking stalls.

12) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path from the existing building to the pedestrian circulation path proposed along the frontage of 15th Avenue. Pedestrian circulation must be 5-feet in width were adjacent to a PAAL and a structure. Refer to DS Sec 2-08 and 3-01 for further details.

13) DS Sec.2-02.2.1.A.12: Provide verification on the site plan that there is an unobstructed 4-foot wide pedestrian access around the existing refuse collection containers and around the entire existing building. Verify that the pedestrian circulation paths from Irvington Road and 13th Avenue access points have the required 4-feet width or 5-feet where adjacent to a PAAL.

14) DS Sec.2-01.2.1.A.19: Revise the site plan to label the recordation information for 13th and 15th Avenue and Irvington Road.

15) DS Sec.2-02.2.1.A.19: Revise the site plan to show and label the MS&R future right-of-way width for Irvington Road. No improvements are allowed to be constructed within the future right-of-way.

16) DS Sec.2-01.2.1.A.20: Provide the Book and Page for the utilities that are within the alleyway and shown on the site plan. If the Utilities are under one record a General Note can be used to provide the recordation information.

17) DS Sec.2-01.2.1.A.21: Provide dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines.


GRADING PLAN:

18) DS Sec.11-01.2.1: The grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be corrected and the site plan must be approved prior to grading plan approval. Ensure that the grading plan reflects the corrected and final site plan.

19) Please ensure that any future grading plan will be consistent with the site plan and drainage report. Grading standards may be accessed at:

GENERAL COMMENTS:

Please provide a revised site plan and grading plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
