RESUBMITTAL REQUIRED: Grading Plan and SWPPP

The Grading Plan (GP) and SWPPP cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. If applicable, show Phase numbers and delineate. Each phase must function independent of future phases.
3. Call out all surface paving material.
4. For clarification call out the rectangular items in the sidewalk.
5. Show details of all surface materials.
6. SWPPP comments to be generated and posted by Loren Makus or Beverly Hester.

Due to the minimal comments generated by the Engineering review DSD Engineering will accept an over the counter review at the next submittal for final approval to the grading plan. Please coordinate with the over reviewer (s) to determine their willingness to conduct an over the counter review. For final approval Engineering needs 4 copies of the Grading Plans and 4 copies of the SWPPP.

The Stormwater Pollution Prevention Plans (SWPPPs) requirements are found in The Arizona Pollutant Discharge Elimination System General Permit For Discharge From Construction Activities to Waters of the United States Permit No. AZG2003-001 Part IV.

The SWPPP submitted on November 17, 2006 does not meet the minimum requirements of the Construction General Permit and the City of Tucson Stormwater Ordinance. Please revise the SWPPP in accordance with the following comments.


Please make the following corrections and/or additions:
1. Address the demolition of any existing structures or other feature at this site. Revise all affected parts of the SWPPP, including but not limited to the sequence of events, best management practices, solid waste handling procedures and site maps to address the demolition phases.
2. Revise the SWPPP to address this specific project. For example, the schedule of major activities in the appendix appears to be more appropriate for subdivision grading than for this project. Confirm that all of the boilerplate language is applicable.
3. Correct Section 14.0 SWPPP Modifications to be consistent with Part IV.H.7 and Part IV.I of the construction general permit.

Please correct the AZPDES General Permit Requirements listed below.

4. Part IV.C.2. Include the demolition of the buildings in the project description.
5. Part IV.C.2.b. Describe the intended sequence of disturbance activities. This should include when the demolition and construction activities begin and are completed.
6. Part IV.C.2.e. Include a general location map (e.g. U.S.G.S. quadrangle, portion of a city or county map) showing 1 mile radius around site. The location map did not show 1-mile radius. Confirm that the receiving water is correctly identified. The drainage from south of the buildings at El Con is generally directed to storm drains that lead to Arroyo Chico at Randolph Way.

7. Part IV.C.3.g. Identify on the map locations where stormwater is discharged to a surface water (e.g. ephemeral waters or dry washes) and to MS4s. Identify where the stormwater leaves the property boundary. Show the locations of the catch basins and show where the stormdrains discharge to an open channel. These areas must be included in the inspections.
8. If additional controls will be required during any demolition activities, provide locations and descriptions on the site map.
