SUMMARY: Engineering Division of Development Services Department reviewed the Grading Plan and permit application submittal, including the grading plan, SWPPP, and does not recommend approval of the grading plan or permit at this time. Address the following comments.

GRADING PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.5.2: The grading plan cannot be approved unless it is in conformance with an approved tentative plat. If applicable, in the case of a tentative plat submitted in conjunction with a rezoning request, the grading plan and the tentative plat cannot be approved until 30 days after adoption of the rezoning ordinance.
2) The reseed bond(s) will be required, prior to or, at time of grading permit issuance (along with ADEQ permit, and is based on the total disturbance area of the project in square feet at $0.05 per squarefoot. For reseed bond calculation, provide total square footage and acreage on cover sheet.
3) Address the following drainage comments:
a) Substantiate spillway rip rap areas with Drainage Report calculations.
b) Provide drainage calculations for all storm-drain pipes.
c) Provide hydraulic calculations for stormdrain channel adjacent to 23 and 24 providing freeboard and showing superelevation erosion protection for building pad 23.
4) On sheet 1, address the following comments:
a) Label basis of bearing on planview.
b) Provide basis of elevation on planview; assure that at least one local benchmark is adjacent to or on the site. Label on project overview map and planview sheet.
c) Clarify description of SE COR SEC 18 FD BCSM (A)N05. This benchmark does not appear to be located so far north of southeast corner of section 18.
d) Address the following Grading Notes comments:
i) For Grading Note 6, clarify that a copy of the Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval. Also that the Stormwater Pollution Prevention Plan (SWPPP) shall be updated as needed and kept on site during grading.
ii) City grading permits are not categorized by types. Revise Grading Note 18; remove "type 1" from wording.
iii) Add to Grading Note 21, that heavy duty construction fence shall be installed along edges of 404 areas not to be disturbed in lots 21-23, and 30.
e) Add the following as general grading notes:
i) Call for SWPPP and Pre-construction meeting.
ii) Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design.
iii) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
iv) See the associated Stormwater Pollution Prevention Plan as a part of this grading permit.
v) Contact Permits and Codes (791-5100) for any questions regarding any right-of-way permit requirements.
vi) The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications.
vii) Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted.
viii) Assurance inspection by DSD Engineering Inspectors is required for release of assurances.
ix) In order for release of Reseeding Bond, a final inspection for grading by DSD Engineering Inspectors is required after all permanent erosion control is established and Engineer of Record has submitted as-builts as well as letters of project completion. The permitee shall notify the DSD when the grading operation is ready for final grading inspection.
x) Special inspections are required for any cut-off walls, and toedowns.
xi) See the related Floodplain Use Permit <number>.
xii) A right-of-way permit is required for any development, excavation, or construction activity within the right of way. Contact Tucson Department of Transportation - Permits and Codes Section, Engineering Division at 791-5100 for questions relating to right of way permit information.
f) Add project number (T06BU02449) and administrative address to cover sheet.
g) In legend, add project grading construction disturbance limits delineation.
5) On sheets 2 and 3, address the following comments:
a) Provide surveyable limits for the private slope easements on planview.
b) On planviews, show areas of 404 jurisdictional limits that are to be fenced off from disturbance.
c) Clearly depict limits of disturbance to include areas of slope construction, construction vehicles activity, street, some driveway, emergency road, and drainage improvements.
d) Provide existing invert elevations for existing pipe shown near station 11+50 on lot 30.
e) Provide emergency access detail with materials and dimensions.
f) Provide elevations for driveway access areas near street and at lot side of driveway for each lot access to be constructed under this permit. Include lots 1, 2, 3, 22, 23, 26, 27, 28, 29, 30. Lots 22, 23, and 30 appear to need specific crossing construction detailed across 404 area. Provide culvert for common access crossing lots 22 and 23. Show culvert for lot 30. Lot 26 access is restricted due to proposed rip rap. Explain and provide details for lot 26 crossing / driveway access construction.
6) On sheet 4, address the following comments:
a) Provide Q, Slope, Depth and velocities for details G, I, and J.
b) For details with slopes, clarify that any rip rapped slopes shall be handplaced riprap per HDZ grading standards.
c) Consider providing a slope grade treatment table per the geotechnical recommendations.
7) DS Sec.2-03.6.5.B: Submit one copy of the public improvement street grading plans for reference. Also provide spot elevations near lot entrances at centerlines of streets on planviews for this private grading plan set.

STORMWATER POLLUTION PREVENTION PLAN COMMENTS:
8) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to these comments:
a) Provide Certification Statement signatures for the operators. At minimum, one operator, either the engineer of record or the project manager shall sign certification statements. Please note that the remaining signatures from the operators must be on the SWPPP on the site copy of the SWPPP at or before commencement of construction.
b) Add a note to the SWPP plan cover sheet and cover of report stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

c) On all SWPPP exhibit sheets address the following comments:
i) Relocate interim erosion / sediment / pollution stormwater controls so that they are at the inner edge of grading limits on exhibits.
ii) Show location of concrete wash-out area on plan view.
iii) Show limits, dimensions, and designated location of temporary stockpile area. This may be located on a lot building pad area.
d) Provide seal on report and SWPPP exhibits.
e) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
9) Provide the following documentation for resubmittal:
a) Submit a Floodplain Use Permit Application.
b) Submit 4 copies of revised grading plans.
c) Submit 4 copies of revised SWPPP plans.
d) Submit copies of revised drainage report.
e) Submit copies of the geotechnical report.
f) Submit a copy of the public improvement street grading plans for reference.
g) Copy of the approved Tentative Plat.
