2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:
1. Please include a response letter to the comments along with the corrected copies of the GP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Show all proposed sidewalks and wheelchair ramps on the plan. Install wheelchair ramps at the entrance to the project (Old Spanish Tr.) as well as every 300' or at mid-street and at the hammerhead of Blue Indigo Trail.
4. Correct general note 17 to read that all grading shall conform to the City of Tucson Development Standards Chapter 11-01.0, "Excavation and Grading".
5. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting"
6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the GP.
7. List administrative address/site address on plans.
8. List GP number (T06BU02243) on all sheets.
9. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
10. Delineate 100-year W.S.E.L., Floodplain and erosion hazard setback.
11. Show the 100-year flood peak discharge.
12. Slopes of 3H: 1V require hand placed rip-rap with fiter fabric (per the soils report). Show details of rip-rap i.e.: the size, width and length.
13. Cut or fill slopes require a 2' minimum setback from property line.
14. Call out peak discharges entering and exiting the site.
15. Detention/Retention:
· Must match drainage report.
· Cross-sections and dimension.
· Dimension basin and provide spot elevations.
· Water surface elevations.
· Peak discharge at basin's outlet.

Drainage report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Include in the DR details of the basin including but not limited to cross-sections and a plan view with dimensions.
3. Include in the DR details and inverts of the low flow weir.
4. Include in the DR a detail of the size, the width and length of all rip-rap areas. Also per the Soils report all slopes at 3:1 shall be rip-raped and underlined with a filter fabric.
5. All basins must be graded to drain.
6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. See example attachment.

Stormwater pollution prevention plan:
Operators

Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1)

Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications
(including the ability to make modifications in specifications). (Part IV.B.2.c)

Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b)

Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)

Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c)
Signature Requirements
1. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1)
2. All NOIs must be signed and certified as follows:
a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means:
i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or
ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or
c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.).
3. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
d) The authorization is made in writing by a person described in Part VII.K.1;
e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request.
4. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
