Bonita Avenue Tucson, Arizona 85711 SUBJECT: Wingate Lot 3 Grading Plan T06BU02122 (First Review) T14S, R15E, Section 34 RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the GP. 2. The grading plan cannot be approved prior to the approval of the Tentative Plat. 3. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. 4. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting" 5. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the GP. 6. List administrative address/site address on plans. 7. List subdivision or Development number and Grading plan number on all sheets (S06-117 and T06BU02122). 8. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed. 9. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 10. Delineate 100-year W.S.E.L., Floodplain and erosion hazard setback. 11. Call out the names of all washes. 12. Show the 100-year flood peak discharge. 13. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation). 14. Cut or fill slopes require a 2' minimum setback from property line. 15. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address. 16. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 17. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 18. Call out peak discharges entering and exiting the site. Drainage report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Demonstrate that the acceptance of the flow at OS-2A into the new concrete channel will not over bank the top. 3. Correct the discrepancies between the text of the DR and the exhibits. The exhibits show a proposed gunite channel with an earthen bottom and the text and manning equation calls out for a concrete channel using the "n" value for concrete. Recheck the entire report for these sorts of discrepancies. 4. Add a statement in the drainage report that you have reviewed the previous drainage reports that the data was taken from and used in this drainage report and indicating that you agree with that data. If you are not willing to add this statement is n in the DR, then the data used from the previous DR's will not be valid and the data will have to be re-created. 5. Include in the maintenance checklist the removal of any sediment collected in the basins. 6. All grading, in particular, drainage facilities shall be set back a minimum of 2' from the property line. Show the project address or administration address on the cover sheet of the DR. Stormwater pollution prevention plan: Operators: Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1) Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c) Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b) Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d) Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c) Site Map 1. Show, on the site map, directions of stormwater flow (e.g., use arrows to show which ways stormwater will flow) and approximate slopes anticipated after major grading activities. (Part IV.C.3.a) 2. Show, on the site map, areas of soil disturbance and areas that will not be disturbed. (Part IV.C.3.b) 3. Show, on the site map, locations of structural and nonstructural controls identified in the SWPPP. (Part IV.C.3.c) 4. Show on the site map, location of concrete washout areas. 8. The 11x17 map of the site is too small. It was difficult to read inside the office let alone in the field. Perhaps a larger site would be easier to read. Stormwater Controls 9. Describe all pollution control measures (i.e., BMPs) that will be implemented as part of the construction project to control pollutants in stormwater discharges. (Part IV.D.1) For each major activity identified in the project description, the SWPPP must clearly describe appropriate control measures; the general sequence during the construction process that the measures will be implemented; and which operator is responsible for the control measure's implementation. (Part IV.D.1) NOTE: Offsite material storage areas (also including overburden and stockpiles of dirt, borrow areas, etc.) used solely by the permitted project are considered a part of the project and must be addressed in the SWPPP. Erosion and Sediment Controls 10. Specify that erosion and sediment controls shall be designed to retain sediment on site to the extent practicable. (Part IV.D.2.a) 11. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c) Stabilization Practices 12. Document where any existing vegetation is to be preserved. (Part IV.D.4.a) Structural Practices 13. Describe structural practices to divert flows from exposed soils, store flows or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. Placement of structural practices in floodplains shall be avoided to the degree attainable. A combination of sediment and erosion control measures is required to achieve maximum pollutant removal. 14. Provide adequate sediment basins. (Part IV.D.5.a.) a. For common drainage locations that serve an area with 10 or more acres disturbed at one time, a temporary (or permanent) sediment basin that provides storage for a calculated volume of runoff from a 2 year, 24 hour storm from each disturbed acre drained, must be provided where attainable until final stabilization of the site. Where no calculation has been performed, a temporary (or permanent) sediment basin providing 3,600 cubic feet of storage per acre drained, shall be provided where attainable until final stabilization of the site. When computing the number of acres draining into a common location it is not necessary to include flows from offsite areas and flows from onsite areas that are either undisturbed or have undergone final stabilization where such flows are diverted around both the disturbed area and the sediment basin. In determining whether installing a sediment basin is attainable, the operator may consider factors such as site soils, slope, available area on site, etc. If "non-attainability" is claimed, then an explanation of that non-attainability shall be included in the SWPPP. In any event, the operator must consider public safety, especially as it relates to children, as a design factor for the sediment basin and alternative sediment controls must be used where site limitations preclude a safe design. b. For drainage locations that serve 10 or more disturbed acres at one time and where a sediment basin meeting the provision of Part IV D.5.a.1 is not attainable, smaller sediment basins and/or sediment traps shall be used. Where a sediment basin is not attainable, silt fences, vegetative buffer strips, or alternatives which achieve effective sediment control are required for all down slope boundaries of the construction area (and for those side slope boundaries deemed appropriate as dictated by individual site conditions). 15. Place velocity dissipation devices at discharge locations and along the length of any outfall channel to provide a non-erosive flow velocity from the structure to a water course so that the natural physical and biological characteristics and functions are maintained and protected (e.g. no significant changes in the hydrological regime of the receiving water). (Part IV.D.5.b) Note: The velocity dissipation devices must be in place during the construction phases. Installation scheduling must be included and should be as early as practicable. Non-Stormwater Discharges 16. Describe measures to minimize the generation of dust. (Part IV.D.8.b) Inspections 17. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment.
