The Grading Plan cannot be approved prior to Site Plan approval. Please be advised that additional Grading Plan comments may be forthcoming following approval of the Site Plan. Additionally, please note that until the Site Plan and the Grading Plan have been approved, additional comments on the SWPPP may be forthcoming as well. Also, be advised that this is the first grading submittal for this grading permit application. Please note that after the second review, all subsequent reviews will be charged an hourly rate. The Grading Plan, Drainage Report and SWPPP cannot be approved as submitted. Please include a response letter to the comments along with the corrected copies of the Grading Plan, a revised Drainage Report, a revised SWPPP and a copy of the Site Plan (preferably already approved) with your next submittal. Grading Plan: 1. Please remove the proposed 6-foot CMU block wall from the existing 12-foot ingress/egress easement along the northern property boundary or show this easement to be abandoned. 2. Please remove the proposed 6-foot CMU block wall from the existing 10-foot Utility Easement along the southern property boundary or get a letter of permission from all affected utilities for the wall. 3. Aerial photographs (dated April 2005) show existing structures on the property. Please advise as to their status. 4. Drainage from the paved area of the lot is directed underneath the two dumpsters on the south property line and is potentially ponding, per the finished grades. Additionally, the backs of the proposed trash enclosures block the drainage along the 6-foot C.M.U. block wall with no egress for drainage proposed or shown. Please revise. 5. Please provide sufficient information on existing and finished grades for each unit to demonstrate compliance with differential grading requirements per DS 11-01. If unable to meet these criteria, it is necessary to meet the criteria as outlined in DS 11-01.8.0. 6. Please call out the vertical curb on the west side of Unit 26. 7. Please include finished grades along the northern boundary to verify drainage. 8. Please identify the Retention Basin on the Grading Plan, including general dimensions and cross-sections. 9. Please provide a cross-section detail of the water harvesting areas as shown in the Water Harvesting Guidance Manual (available online or at the Engineering Counter at Development Services Dept.). Also, mark the areas where water harvesting will be utilized. 10. Please obtain approval from Traffic Engineering (Jose Ortiz or Vince Catalano) for the proposed drive. Drainage Report: 1. Please see comments from the Site Plan review for comments with regards to the Drainage Report. Stormwater Pollution Prevention Plan (SWPPP) Report: The stormwater pollution prevention plan does not meet the requirements of the general permit. Please revise the SWPPP to address the following requirements. We have received a copy of a letter from ADEQ after their review of a SWPPP for another project. Parts of this letter are applicable to this SWPPP and are reflected in the following comments. Furthermore, this SWPPP is very generic and provides very little specific direction to the operators. Comments from both ADEQ and EPA indicate that the SWPPPs must be specific and tailored to the project. The SWPPP must be revised to be specific to this site and to provide specific direction to the operators. The following comments are examples of elements that are incomplete or not sufficiently tailored to this site. The list is not all inclusive but is representative. All of the following comments reference the location in the AZPDES Permit where they can be found. 1. Part IV.B.2.c: Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). 2. Part IV.J.1: The above-named Operator must sign the SWPPP Certification form. 3. Tucson Code 26-42.b: The SWPPP must be prepared and certified (sealed) by an engineer or landscape architect. 4. Part IV.C.2.c: Indicate the total area of site and estimate of total area expected to be disturbed. The SWPPP narrative states the area of disturbance is 1.59 acres while the Stormwater Prevention Site Plan (map) shows the entire lot will be graded, per the grading limits. Additionally, it appears from the map that there will be some work done in the right-of-way. This area needs to be included or addressed. Please clarify the area of disturbance. 5. Part IV.C.2.d: Estimate the pre-construction and post-construction runoff coefficient and any existent data on the quality of the discharge. This may be addressed in the Drainage Report, which has not yet been approved. Please revise the SWPPP accordingly, if necessary, to remain consistent with the Drainage Report. 6. Part IV.C.3.a: Identify on the map drainage patterns and estimated slopes after grading. 7. Part IV.C.3.b: Identify on the map areas of soil disturbance. Identify on the map areas not to be disturbed. 8. Part IV.C.3.c: Identify on the map locations of nonstructural controls identified in the SWPPP. 9. Part IV.C.3.d: Identify on the map locations where stabilization practices are expected to occur. 10. Part IV.C.3.g: Identify on the map locations where stormwater is discharged from the site or refer to the approved Drainage Report. 11. Part IV.C.4: Identify on the map or in a narrative, the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos. 12. Part IV.D.1: Describe all pollution control measures (BMPs). Be specific. 13. Part IV.D.1: For each major activity, describe the BMP, the general sequence for implementing BMPs, and which operator is responsible for each BMP. 14. Part IV.D.2.a: Please address the issue of erosion and describe the erosion controls designed to retain sediment on site to the extent practicable. 15. Part IV.D.2.c: Describe the schedule to routinely remove offsite accumulation of sediment. Be specific. 16. Part IV.D.3: Describe good housekeeping procedures to be used (prevent litter, debris and chemicals from being exposed to stormwater). Be specific. 17. Part IV.D.8.a: Describe measures to be used to prevent discharge of solid materials to waters of U.S. 18. Part IV.D.8.c: Describe BMPs for managing concrete truck washout and surplus concrete discharge. 19. Part IV.D.7: Identify all allowable sources of non-stormwater discharges except for flows from fire-fighting activities. 20. Describe how all non-stormwater discharges will be eliminated or reduced to the extent feasible. 21. Describe how BMPs will be implemented for non-stormwater discharges. 22. Part IV.D.5.a.iii: For a drainage area of less than 10 disturbed acres, describe how and where smaller sediment basins or sediment traps are used along with silt fences, vegetative buffer strips, or alternatives on all side slope boundaries OR 23. Describe how and where a sediment basin with storage for a 2yr, 24hr storm per disturbed acre drained will be used OR 24. Describe how and where a sediment basin with 3600 ft3 of storage per disturbed acre drained will be used. The Runoff Section in the Report can be revised to be specific to this project to meet this requirement. 25. Part IV.D.4.a: Describe and identify interim stabilization practices for the site. Document where existing vegetation will be preserved. Be specific. 26. Part IV.D.4.b: Describe when the operator will initiate stabilization procedures in the timeframe provided in the permit and what stabilization efforts will occur. Be specific. 27. Specific Recommendations, as listed on page 6 of the Report, must clearly outline specific activities. Be specific with "how" and "when" a specific activity will be done. For example, a Specific Recommendation states that offsite accumulation of sediment must be removed. Please advise when and how often this activity is to be performed.
