COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved site/development plan. Additional comments may be forthcoming.

3. A site card with DSD approvals by Engineering, and Landscape including the approved site plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the re-submitted site plan, grading plan, landscape plan, cross-access easement, Drainage Report Submittal No. 3, and the Drainage Statement for Infiltration Rate Test. The site plan and grading plan are conditionally approved with the following conditions:

1) The infiltration test submitted shows a 21-hour infiltration rate for the middle of the basin due to poor maintenance and sediment accumulation, which is greater than the 12-hour infiltration rate required. A new percolation test for the offsite retention basin is required prior to intermediary grading inspection (prior to or soon after Stormwater Pollution Prevention (SWPP) & pre-construction meeting) showing that the existing basin is in conformance with the required 12-hour infiltration rate.

2) If the percolation test comes back as not acceptable, after the basin is maintained and the excess sediment has been removed as recommended in the DOWL Drainage Statement for Infiltration Rate Test dated October 11, 2006, a revised site plan and grading plan will be required which could entail revising the layout to accommodate for an onsite retention basin.

3) Provide a revised SWPPP submittal for approval, prior to the SWPP pre-construction meeting and grading activities. The comment letter provided with the re-submittal shows that all of the comments from the September 1, 2006 letter have been addressed, but a revised SWPPP package was not submitted for review.


GENERAL COMMENTS:

Please provide the post construction percolation test for the existing basin after maintenance and sediment removal and a revised SWPPP that address the comments provided above.

Be advised that if the post construction percolation test come back as not acceptable a revised site plan and grading plan will be required to accommodate for an onsite retention basin.
