CAID Inc.- Site Plan Review #2 TO: Metro Permit Express LOCATION: 2405 E Ganley Rd, T15S R14E Sec08, Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM02475 (Site Plan) and T06BU01967 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the re-submitted site plan, landscape plan and Drainage Report Submittal No. 2. The site plan is not approved at this time. The site plan must be approved prior to grading plan approval. Please address the following comments: DRAINAGE STATEMENT: 1) DS Sec.2-02.2.1.A.15: Revise Figure E-1 (existing condition drainage map) to show the 100-year floodplain limits for the regulatory wash that flows down Ganley on the South side of the subject parcel. Provide the floodplain limits, cross-sections with water surface elevation (WSEL) and show that the lowest finished floor of the proposed building is 1 foot above the calculated WSE at the upstream end of the structure. The cross-sections must be taken at intervals not to exceed 200 feet. 2) DS Sec.10-02.2.3.1.5.F: Provide the calculation, with clogging factor, for the proposed 8'x16' wall scupper that drains the parking lot on the south side of the wall. Provide a detail for the scupper with spot elevations in plan view to show positive drainage. Show the ponding limits, if applicable, for the wall scupper. 3) DS Sec.10-02.2.3.1.F: Revise the grading plan to show the 4" PVC bleeder pipe aligned with the natural flow of the drainage pattern that leads to the existing basin on the adjacent property. 4) Provide the last approved infiltration test for the existing basin to show that the 5-year threshold retention will drain in less than 12 hours. Infiltration tests should be available for the existing basin when it was constructed and the certificate of occupancy was issued for the building. 5) DS Sec.11-01.4.1.C.6: Revise the grading plan and drainage report to call out the side slopes of the proposed basin on the subject parcel. The basin slopes should match the recommendations that are called out in the required geotechnical report. Show a detail for any erosion protection required. 6) DS Sec.10-02.2.3.1.2.D.1: The existing drainage report does not address the chain link fence that is built on the northern property line. Provide a statement in the revised drainage report or show that the chain link fence does not divert, alter or obstruct the onsite flow or the outlet flow from the proposed detention basin. SITE and GRADING PLAN COMMENTS: 7) DS Sec.2-02.2.1.A.10: Revise Site Plan Keynote #19 to identify that the far side of the SVT is 20'x110' and the near side of the SVT is 20'x185'. Provide any changes to the site plan or landscape plan if applicable. 8) DS Sec.2-02.2.1.A.12: Revise Keynote #14 on Sheet C1.0 to show the required 5' wide continuous pedestrian circulation path that connect all public access areas of the proposed building and the circulation path located on Ganley Road. Keynote # 14 shows a proposed 4' wide sidewalk. 9) DS Sec.2-02.2.1.A.12: Revise the site plan to show a cross access agreement for 2 access points between the two separate parcels. Since the parcels are identified as having separate tax code identification numbers a cross access agreement is required for all access points from one parcel to the other parcel. Or provide the 6' wide landscape island that will allow for a back-up spur at the end of the row of parking with a minimum of 3 feet in depth, a 3-foot radius, and a wheel barrier to prevent encroachment onto any unsurfaced area and close of the wall between the 2 parcels and provide a 1' no access easement. 10) DS Sec.2-02.2.1.A.15: Revise the site plan to show the 100-year floodplain limit for the regulatory wash on Ganley Road. Provide the calculated 100-year WSEL and the cross-section location in plan view. 11) DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 12) DS Sec.11-01.4.1.C.7: Provide a General Note referencing the Geotechnical Report, provide the name, address, job number, date, and phone numbers of the firms or individuals who prepared the report. State that the grading plan shall comply with recommendations within the report as well as any subsequent geotechnical addenda. 13) DS 10-02.0, Section 14.3.2: Provide a note on the site plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities". 14) DS Sec.203.2.4.K.E: Provide typical lot grading details, show minimum side and rear setbacks, and building setbacks to the detention and retention basins and swales per geotechnical report. Provide detailed cross sections for each perimeter, fully labeled and dimensioned. GEOTECHNICAL REPORT: 15) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a geotechnical report evaluation that addresses the following: a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding a discussion of the potential for hydro-collapsible soils and any recommendation for setbacks from the building to the proposed detention/retention basin or water harvesting basins. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide percolation rates for the existing retention basin for 5-year threshold retention if the previous percolation rates can not be provided. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 16) CGP Part III: Provide a completed and accurate signed and dated Notice Of Intent (NOI) form from a qualified signatory prior to grading plan approval. 17) CGP Part IV.C.3.a: Identify on the SWPPP Exhibit the following information: Provide an Index on Sheet 1 for all plan sheets associated with the SWPPP Exhibit. Provide a general location map showing major cross roads, and receiving waters within 1 mile; Update the project title block with the name, address, and phone number of the owner/developer; Provide a legend including symbols for the designated waste disposal, equipment storage areas and maintenance areas, and protected chemical storage areas. 18) CGP Part IV.C.3.e: Provide on the SWPPP the location and dimensions of on -site and off-site material, waste, borrow areas, stockpiles, or equipment storage areas. 19) CGP Part IV.C.4: Revise the SWPPP Exhibit to identify the nearest receiving watercourse that the stormwater is discharged into downstream. 20) CGP Part IV.D.1: Provide under the Stormwater Control section which operator is responsible for the control measure's implementation. 21) CGP Part IV.D.8.c: Revise the SWPPP to describe the location where the construction material is stored on-site. 22) CGP Part IV.J.2: Describe how and where the operator will post a sign at the main entrance to the site containing: AZPDES authorization number, construction site contact name and telephone number, brief description, location of SWPPP. See the enclosed, green AZPDES Posting Requirements form enclosed in the package. 23) CGP Part VII.L.5.a: Add a note to the SWPPP plan cover sheet stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. GENERAL COMMENTS: Please provide a revised site plan, a revised SWPPP, and a revised Drainage Statement and a geotechnical report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan, drainage report, geotechnical report, and SWPPP. Please enclose "redlines" with the resubmittal package for reference.
