Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.

4. Draw, label and dimension the 50-foot WASH study area.

5. It appears that the pedestriasn path in the common area as depicted in the tentative plat does not match the location proposed on the grading plan. Please clarify how access from the Avenida Malcote will be provided based on the redesign of the detention basin. Per the plat T.P., pedestrian access was to be provided between the detention basin and lot 33.

6. Keynote 5 on sheets 2 & 3 of the tentative plat states that the building setback from the detention basin must be 10 feet or 4x depth of the basin. Based on the grade elevations on the grading plan the minimum setback appears to be 13.6 feet. Based on the grade information revise key note 5 on the tentative plat to reflect this setback. It is acknowledged that this could change but it will allow the reviewers at time building permits to verify required building setbacks along the westerly boundary of lot 33 and the south boundary of lot 34.
7. Revise the street cross section symbol A/2 to list the correct sheet number A/3.

8. Please ensure that the grading plan matches the approved and stamped tentative plat.

The tentative plat must be revised if the grading plan is depicting the necessary design changes due grading or overlay requirements.

9. Revise the grading permit number listed on the grading plan. The new case number is T06BU01910.

The title block must be revised to list the common areas as listed on the tentative plat.

SUMMARY: Engineering Division of Development Services Department reviewed the revised Grading Plan, GRC Geotechnical Report that included recommendations for fill earthwork / removal for fill soils at southeast portion of project, the updated SWPPP, and Drainage Report, and response letter. Engineering recommends conditional approval of the grading permit. The Tentative Plat shall be formally approved by CDRC, and, all grading comments are addressed prior to grading permit issuance. Assure the revised (if needed) drainage report, 4 copies of the revised grading plan, and 4 copies of the SWPPP are provided to reflect the following comments:

GRADING PERMIT CONDITIONS OF APPROVAL:
1) City of Tucson Development Standards (DS) Section No.2-03.5.2: The grading plan cannot be approved unless it is in conformance with an approved tentative plat. Provide a copy of the approved Tentative Plat with resubmittal.
2) Address the following easement comments:
a) On sheet 2 label docket / page for the temporary construction easement / drainage maintenance easement for the proposed drainage improvements (spillway and bleeder pipe) along west property boundary.
b) It was stated in response letter that easement information was provided on the Tentative Plat; grading plan will require any easements as well. Show all existing easements as listed in the current Title Report Schedule B on the plan with recordation information, locations, widths, and purposes. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status.
3) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: On sheet 2, redraw leader lines adjacent to lots 33 and 34 for setbacks for basins to assure minimum 10-ft dimension between structures and any proposed basins or drainageways per geotechnical recommendations.
4) DS Sec.11-01.4.1.C: Address the following grading plan sheet comments:
a) Regarding the grading limits, provide a general note on sheet 1 that there shall be no disturbance of the W.A.S.H. Ordinance channel; grading activity and disturbance shall remain within the disturbance/grading limits.
b) On sheet 1, specifically address the following comments:
i) Show basis of bearing on planview and consider a local benchmark for site.
ii) Add a General Note stating that a letter from registered surveyor certifying the pad elevations for lots 23-33 will be submitted to DSD prior to plot plan approvals for lots 23-33.
c) On sheets 2 and 3, address the following comments:
i) Label existing bank protection on planview sheet.
ii) On sheet 3 specifically address the following comments:
(1) For the trail proposed to be built along south portion of project in Common Areas A-3 and B-1, detail F address the following:
(a) Label access easement and width.
(2) For Lot Grading details, per geotechnical Letter dated September 14, 2006, identify 1 to 2 feet setback from swale to foundation for sideyard drainage section detail on sheet 3.
iii) Assure existing spot elevations in existing drainage area near basin outlet are legible.
iv) Per detail C/3, provide elevation of invert of opening and invert of bleed pipe on planview sheet 2 or on detail.
v) For the flows from rear lot interceptor swale along lots 21 to 33, assure additional pipe at southeast corner of basin does not create backflow erosion during peak flow condition in the basin. It may be necessary to provide revised basin calculation if outlet design is revised to accommodate this issue.
vi) Due to continued post-construction percolation issues and ponding problems at final grading inspections that cause delays in other projects, this comment needs to be addressed. Positive drainage in basin bottom must be provided. The plan indicates slope grades across bottom of basin at .001 and 0.003. Inspections for other projects under construction find ponding problems in many earthen bottom basins; provide slope grade in bottom of basin for over 0.5%. Earthen surfaces in non-compacted basins are prone to variable settling. The 0.5% grades are typical for minimum slopes for paved surfaces that are more capable of achieving consistent grades over the surface. Grades steeper than .5% are found to be working in the field; revise and add more spot elevations in basin for positive drainage toward bleed pipe.

After Tentative Plat approval, please submit four copies of the revised grading plan, four copies of the revised SWPPP, authorization and docket page of offsite easement, and the other items as previously submitted. If you have any questions, I can be reached at 791-5550, extension 2204.
