SUMMARY: Engineering Division of Development Services Department has received and reviewed the grading plan and the Stormwater Pollution Prevention Plan (SWPPP) and does not recommend approval of the grading plan or SWPPP at this time. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) DS Sec.11-01.4.1.C.1: Revise the location map to identify conditions within the square mile area shown such as section corners. The location map must be to scale, 1-inch is equal to 3 miles and must have a brief legal description identifying Township, Range and Section.

2) DS Sec.11-01.4.1.C.4: Provide on the grading plan all information associated with the drainage report. Grading standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf. The following information must be indicated on the grading plan:

a) Provide the ponding limits in the parking lot for the existing scuppers and storm drain. Ponding limits must be shown on plan view to verify that minimum ponding depth for the parking lot has been met.

b) Provide ponding limits for the proposed grate and scupper associated with the truck well located at the back of the existing Safeway store. Revise the detail for the grate and scupper to show how it is drained away from the building and into an associated storm drain. Provide spot elevations along the storm drain to assure positive drainage.

3) DS Sec.2-08.5.1.A: Revise Grading Note #8, on sheet C1.4, on the grading plan to label the required minimum 4-foot wide sidewalk to be installed to avoid any obstruction which decreases the minimum width to less than 4 feet. General Note #8 does not state sidewalk to be constructed with an unobstructed 4-foot wide path.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to the following comment:

4) CGP Part IV.J.1: Provide a signed project manager/owner certification and contractor certifications form (if available). The owner must sign a certification form that can be provided separately or superimposed onto the SWPPP Exhibit. The NOI is not the same as a certification form.


GENERAL COMMENTS:

Please provide a revised grading plan and a revised SWPPP. All documents including drainage reports and geotechnical reports must be provided at re-submittal with the complete package. The drainage report and geotechnical report will be kept on file with the Records Department of Development Services.

The revised grading plan and revised SWPPP must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the grading plan and SWPPP.
