Engineering Division has reviewed the submitted grading plan and does not recommend approval of the grading plan at this time. Revise the grading plan and drainage report to address the following items: DRAINAGE REPORT: Be advised that the entire drainage report with addendum must be submitted as a complete package for review. The 1st drainage report that had the hydrology calculations and hydraulic calculation sheets were not included with this review. The geotechnical report with addendum must also be submitted with the grading plan resubmittal. 1) DS Sec.10-01.4.3.1: Provide verification that the proposed retaining wall for Basin #1 does not occupy more than 35% of the basin side slope. If more than 35% of the side slope for the basin is constructed out of retaining walls the excess area must provide an alternate design that meets the basin configuration standards, such as a retaining wall system design that provides positive drainage away from the retaining system where an earthen slope is constructed on the inside of the basin wall to prevent ponding of water along the retaining wall. Verify that the basin still meets the retention threshold volume requirements. GRADING PLAN: 2) DS Sec.2-03.2.4.H.3: Provide the locations, dimensions, details and manufactures specifications for the proposed "Oil and Gas Absorbent Pillows" within the detention/retention basin and around the proposed catch basins for public sanitary sewer protection per the drainage report. The detention/retention basin and vehicular use area catch basins must provide appropriate containment and/or diversionary structures to prevent discharged petroleum products from reaching the public sanitary sewer system. This method of containing spills and providing routing maintenance will only be reviewed for approval once the manufacture specifications and recommendations are presented and approvable. 3) DS 11-01.4.1.C.4: Clarify on the grading plan the location of the basin outlet pipe and the connection to the existing sewer manhole. The grading plan shows that the outlet pipe is connected to the public storm drain system and not the sewer system as referenced in the General Notes. Show the manhole location with rim elevation and invert elevation with a detail for how the outlet pipe connects to the sewer system. 4) DS Sec.10-01.4.3.1: Provide verification that the proposed retaining wall for Basin #1 does not occupy more than 35% of the basin side slope. If more than 35% of the side slope for the basin is constructed out of retaining walls the excess area must provide an alternate design that meets the basin configuration standards, such as a retaining wall system design that provides positive drainage away from the retaining system where an earthen slope is constructed on the inside of the basin wall to prevent ponding of water along the retaining wall. Verify that the basin still meets the retention threshold volume requirements. 5) DS Sec.2-03.2.4.H.1: Revise the grading plan and basin detail to meet the requirements within the proposed drainage report for Retention Basin # 1. Specifically the drainage report calls for a 0.3-foot difference between the basin bottom and the top of the proposed lift station and manhole. The proposed grading plan must match all dimensions within the proposed drainage report. 6) DS Sec.11-01.4.1.C.3: Clarify the limits of grading on the grading plan. Provide the parcel area and the disturbance area on the grading plan along with the grading limits clearly delineated. 7) The correct grading plan number (T06BU01651) must be added to the lower right hand corner of the plans. 8) Provide a General Note on the grading plan stating; "a) The property owner is responsible to make sure that there will be appropriate containment and/or diversionary structures onsite to prevent discharged petroleum products from reaching the public storm drain system. b) It is the responsibility of the property owners to notify PCADEQ, AZADEQ and the City of Tucson Development Services Department in the event of a spill. c) Used absorbent materials containing oil must be picked up by a qualified disposal contractor." 9) DS 10-02.14.3.2: Revise General Note #4 to specify the types of drainage structures that are to be included in the maintenance responsibility and the certified inspection reports. Specifically the use of the "Oil and Gas Absorbent Pillows" as called out in the drainage report. 10) Approval from Pima County Waste Water for discharge into the public sanitary sewer system and from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. 11) Prior to grading plan approval provide copies of the approved ADEQ permits and approved inspection report that have been obtained from state and federal agencies for the decommissioning of the existing dry wells. The approved permit and inspection report is required prior to grading plan approval. 12) DS Sec.11-01.2.1: A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the development plan. 13) Provide a General Note to reference conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements) on the grading plan. 14) Add a general note; Call for a Pre-construction meeting prior to start of earthwork. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required at grading plan resubmittal. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed. 2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal. 3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved site/development plan. Additional comments may be forthcoming. 4. A site card with DSD approvals by Fire, Zoning, Handicapped Accessible, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval. 5. The development plan is under review for this project. Please include a copy of the current D.P.. The grading plan will not be approved by Zoning until the D. P. is approved by CDRC and the D.P. is stamped as a site plan (see comment 4) and included with the grading plan package. |
