RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Grading plan clearly marked "GRADING PLAN".
2. Please include a response letter to the comments along with the corrected copies of the GP.
3. If applicable, show Phase numbers and delineate. Each phase must function independent of future phases.
4. Show/callout Gradeable area and show limits of grading. It appears that all work will be conducted on site, but convey to the contractor that all grading shall stay on-site with additional call outs.
5. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
6. Callout for Truncated Domes similar to the callout in the Tentative Plat.
7. Sheet 4: Typical section call outs 1/3 & 2/3 points in the opposite direction versus the details provided on sheet 3.
8. Sheet 4: The station callout for the cul-de-sac survey monument appears to be incorrect. Please re-check and verify the station at this location.
9. Sheet 4: Callout all "NO PARKING FIRE LANE SIGNAGE". They are difficult to see on the plan sheet; therefore callout with a leader line to ensure that all signs are noticed.
10. Sheet 4: Keynotes 3, 5-8, & 15 call outs are not shown in plan view. Show call outs in plan view or remove if not needed on this sheet.
11. Sheet 4: In keynote 13 call out for truncated domes.
12. Sheet 1 & 4: provide description of BCSM similar to the description provided in the tentative plat.
13. Sheet 3: Cross-reference Detail 4 "BASIN SECTION" to plan view.
14. Sheet 3: The FACE OF CURB / RIGHT OF WAY Table is not called out in the plan view.
15. Be advised that the SWPPP needs to be reviewed and will be reviewed by Patricia Gilbert @ 791-5550 ext. 2206. Comments for the SWPPP will be posted the week of August 21st.


Drainage report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Address the maintenance responsibility for all drainage facilities (including detention basins) in the Drainage Report and provide a maintenance checklist. We also recommend including a copy of the check list in the CC & R's to allow the Home Owners Association access to the list and facilitate their maintenance responsibility.

The following items must be revised or added to the Storm Water Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN.

1. The Stormwater Pollution Prevention Plan (SWPPP) should be clearly identified. In the title block the plan is labeled "Private Paving and Public Sewer." The Stormwater Pollution Prevention Plan and the Private Paving and Public Sewer Plan are two different plan and should be clearly defined. Revise the title block on sheets 1-3 to read, "Stormwater Pollution Prevention Plan."

2. In addition to the above comment sheet 3 of the SWPPP provides general construction notes that are specific to a grading plan. These general grading notes are not relevant to a SWPPP. The information in the SWPPP must be consistent with the plan. Remove the notes and if necessary provide the general notes on the grading plan.

3. In the narrative add the following verbiage in a general note; Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

4. A copy of the Arizona Pollutant Discharge Elimination System General Permit provided by ADEQ, must accompany the SWPPP. Include a copy of the general permit with the SWPPP. Be aware that the AzPDES permit must be on the construction site during construction activities. (Part IV.F)

5. Provide the following general note, "Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ: (602) 771-4466 FAX (602) 771-4505." (Part VII.L.5.a)

6. Document areas where existing vegetation will be preserved. If existing vegetation is not proposed to be preserved disregard this comment. (Part IV.D.4.a)

7. Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c)

8. Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site. (Part IV.B.2.c)

9. The SWPPP must identify all operators for the project site, and the areas over which each operator has control. The operator must sign the SWPPP in accordance with Part VII.K.4.
"Operator" for the purpose of this permit and in the context of storm water associated with
construction activity, means any person associated with a construction project that meets criteria found in Part IX. Provide the required certification statement for each operator as it appears in Part VII.K.4 (page 24) of the General Permit with a signature line. on the SWPPP where each operator for the construction project can sign.

10. Be aware the certification statement needs to be signed prior to approval of the SWPPP. This assures the City of Tucson prior to issuance of a grading permit that there is a designated responsible party for the SWPPP. (see comment #9)

11. Construction site owners or operators who intend to seek authorization for their stormwater discharges under AzPDES permit must submit a complete and accurate AZPDES NOI form to the Department. It is acknowledged the NOI has been submitted. However in section 3 when asked if there is any potential for discharge from the site to enter a municipal storm sewer system (MS4) the answer checked is "no." There is "potential" for discharge from the construction site to enter an MS4. Revise the NOI to show "yes" as an answer and list the potential MS4 as "The City of Tucson Drainage System.

12. Under the section "Other Controls" include the use of a water truck to minimize dust from grading activities.

13. Describe BMPs for managing concrete truck washout and surplus concrete discharge. The washout location must be shown on the site map. (Part IV.D.8.c.)

14. Show the locations of the two sediment basins as described in the section, "Structural Practices.

15. Please refer to the enclosed green document "AZPDES - Posting Requirements". This must be post at the construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. Be advised this document must be completely filled out upon the time of the pre-construction meeting.

Please note that the grading plans must match the tentative plat. Zoning already notes that the street cross section on the grading plans is different than that shown on the tentative plat. Revise one or the other for consistency.
