Engineering Division must have an approved site plan prior to grading plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the site plan. The drainage report was reviewed for grading plan purposes only. The following items need to be addressed: GRADING PLAN COMMENTS: 1) Provide a copy of the stamped, approved site plan for review in conjunction with the proposed grading plan review. 2) DS Sec.11-01.4.1.C: Revise the WSEL called out for Basin #1. The WSEL in the detail varies from the WSEL called out on Sheet C303, please clarify. 3) DS Sec.11-01.4.1.C.2: Provide spot elevations along the drainage swales located along the west and east property lines adjacent to the storage buildings. 4) DS Sec.11-01.4.1.C.7: Revise all applicable Keynotes to call out the proper detail associated with the described work. Revise Keynotes, including but not limited to, #4, 10, 29, and 30 to call out details that are associated with the correct structures. 5) DS Sec.11-01.4.1.C.4: Provide a detail for the concrete trench cutoff wall called out in Keynote #4. 6) DS Sec.11-01.4.1.C.4: Provide a detail for the rock riprap inlet control used to collect onsite flow from the eastern property line into Basin #2. 7) DS Sec.11-01.4.1.C.4: Provide a detail for the rock riprap that is called out in Keynote #5 for the outlet control associated with Basin #1 to show compliance with the drainage report. 8) DS Sec.11-01.4.1.C.7: Provide the geotechnical report and subsequent addenda as referenced in the Grading and Paving Note #1. Refer to the comments in the Geotechnical Report Section. 9) DS Sec.3-01.3.3.A: Revise Keynote #12 to reflect the required 5' wide sidewalk that is needed for the pedestrian circulation path. 10) DS Sec.11-01.4.1.C.4: Provide on the grading plan all information associated with the drainage report, geotechnical report and the proposed site plan. The following information must be indicated on the grading plan: a) DS Sec.3-01.5.1: Provide sight visibility triangles (SVT) to accurately reflect the required dimensions, specifically the near side dimension for the ingress/egress on Irvington is 345' and the far side distance is 125'. b) DS Sec.3-01.3.2.C: Depict and label 25' radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the Benson Highway egress and ingress. The curbs should be constructed at the edge of pavement, which must also match what is on the proposed site plan. c) DS Sec.6-01.4.1: The grading plan must match the proposed site plan for maneuverability for all refuse collection and loading zones areas. 11) DS Sec.11-01.16.2: Add a general grading note that states that DSD Engineering Division Inspections are required for initial stormwater controls as well as a grading pre-construction meeting. DRAINAGE REPORT COMMENTS: 12) DS Sec.11-01.4.1.C.4: Provide on the grading plan all information associated with the drainage report. All details associated with the drainage report must match the recommendations of the geotechnical report and must be included within the grading plan for review. GEOTECHNICAL REPORT COMMENTS: 13) DS Sec.11-01.4.1.C.6: Provide the Geotechnical Report referenced in the Grading and Paving Note #1 as shown on Sheet C301. The proposed site plan and proposed grading plan must include all recommendations and requirements associated with the geotechnical report and drainage report. 14) DS Sec.11-01.4.1.C.7: Provide a General Note referencing the geotechnical report, provide the name, address, job number, date, and phone numbers of the firms or individuals who prepared the report. State that the grading plan shall comply with recommendations within the report as well as any subsequent geotechnical addenda. STORMWATER POLLUTION PREVENTION PLAN: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 15) CGP Part III: Provide a completed and accurate signed and dated Notice Of Intent (NOI) form from a qualified signatory prior to grading plan approval. 16) CGP Part IV.C.1: Provide a signed copy of the Pollution Prevention Plan Certifications within the revised SWPPP. 17) CGP Part IV.C.3.a: Identify on the SWPPP Exhibit the following information: a) Provide a general location map showing major cross roads, and receiving waters within 1 mile; b) Update the project title block with the name, address, and phone number of the owner/developer. 18) CGP Part IV.D.1: Provide under the Stormwater Control section which operator is responsible for the control measure's implementation. 19) CGP Part IV.J.1: Provide a General Note to describe how and where the required copy of the SWPPP will be retained on site. 20) CGP Part IV.J.2: Describe how and where the operator will post a sign at the main entrance to the site containing: AZPDES authorization number, construction site contact name and telephone number, brief description, location of SWPPP. See the enclosed, green AZPDES Posting Requirements form enclosed in the package. 21) CGP Part VII.L.5.a: Add a note to the SWPP plan cover sheet stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The revised grading plan, SWPPP, drainage report, and referenced geotechnical reports must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. The "redlined" grading plan is required at re-submittal. Further comments may be generated upon resubmittal of the grading plan, SWPPP, drainage report, geotechnical reports and upon approval of the proposed site plan.
