The plan must be revised to provide information as indicated in the following comments. Since the Tentative Plat has not yet been approved, additonal comments may be forthcoming after the Tentative Plat has been approved. 1. The Tentative Plat must be approved before the grading plan can be approved. Provide a copy of the stamped approved tentative plat with the grading submittal. 2. Provide general dimensions for basins and other drainage structures. Grading inspectors often must use scanned or reduced size plans and dimensions are necessary for inspection purposes. 3. Clarify the location of the basin access ramps on the landscape plan. Ensure that the vegetation in the basin area does not prevent access to the basin for required maintenance. 4. Clarify the new feature in the PAAL near the north entrance to the facility. Provide details and dimensions to clarify that solid waste and fire vehicles will be able to pass safely. 5. Revise the legend to refer to Pima County/City of Tucson Standard Details for curb access ramps. If Marana Standard Details are referenced, provide a copy of the Standard Detail within the plans. 6. Provide details for all weirs, pipe inlets and outlets, splash pads, and other drainage structures and provide clear references from the plan view. 7. Provide representative dimesions for PAAL widths at various location throughout the plan view. Include dimensions for the clear lane widths wherever median islands are specified. 8. Provide a revised geotechnical report that takes into account the retention and detention that are required on site. The report must be sealed by the engineer. SWPPP Comments: The stormwater pollution prevention plan does not meet the requirements of the general permit. Please revise the SWPPP to address the following requirements. We have received a copy of a letter from ADEQ after their review of a SWPPP for another project. Parts of this letter are applicable to this SWPPP and are reflected in the following comments. Furthermore, this SWPPP is very generic and provides very little specific direction to the operators. Comments from both ADEQ and EPA indicate that the SWPPPs must be specific and tailored to the project. The SWPPP must be revised to be specific to this site and to provide specific direction to the operators. The following comments are examples of elements that are incomplete or not sufficiently tailored to this site. The list is not all inclusive but is representative. 1. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). 2. Part IV.C.2.e. Include and identify receiving waters in the general location map. Much of the discharge from this site is directed to a storm drain system that leads to the Greyhound Wash. Identify the Greyhound Wash in the location map. 3. The site map shows stormdrain inlet protection at the outlets of the on-site drainage system. Consider revising the site map since this arrangement will likely promote sedimentation of the drain pipes. 4. Provide specific instructions for which proposed structural controls are appropriate for each location around the project. 5. Part IV.C.3.g. Identify on the map locations where stormwater is discharged to the MS4. Include the locations of catch basins. 6. Part IV.C.4. Clarify in the narrative, the identities of the receiving water(s), including including the Greyhound Wash and the Tucson Diversion Channel. 7. Part IV.J.1. Each operator must sign the certification statement as written in the general permit. The certification statement must be as it appear in Part VII.K.4 on page 24 of the general permit. Revise the grading plan and SWPPP for this project and resubmit 4 copies of each along with a copy of the stamped approved Tentative Plat and Landscape Plan. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed. 2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal. 3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat/development plan. Additional comments may be forthcoming. 4. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval. |
