RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. List administrative address/site address on plans.
3. If applicable, show Phase numbers and delineate. Each phase must function independent of future phases.
4. Be advised that during construction no CofO's will be permitted until all proposed improvements have been completed unless a phasing plan has been provided and approved by Development Services.
5. Show Gradeable area and limits of grading.
6. Show cross section with transverse and longitudinal slopes.
7. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed.
8. Curb and Gutter elevation include drainage flow with percent slope along Fairview Business Park Place for verification of positive flow.
9. Detention/Retention:
· Cross-sections and dimension for underground stormwater detention system outlet pipes for the 4", 12", and 18" pipes.
· Security barriers are required if ponding depth exceeds 2 feet, if slopes are greater than 4:1 and/or if pedestrian access is adjacent to basin. Security barriers will be required along Northern, Western, and Southern portions of project at top of bank protection.

10. Address the maintenance responsibility for all drainage facilities (including detention basins) in the Drainage Report and provide a maintenance checklist.
11. Water harvesting techniques shall be incorporated into the development by conveying rooftop drainage to designated water harvesting areas. Please address how water-harvesting techniques will be incorporated into the development. Refer to the newly adopted City of Tucson Water Harvesting Guidance Manual for design considerations.
12. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting"
13. Sheet 2, outlet pipe callout refers to an incorrect detail (Detail J).
14. Maintain existing flow patterns after completion of the project to prevent adverse drainage conditions to adjacent lots west and south of this site. Ensure that the proposed concentrated drainage patterns from the underground detention system 18" and 12" CMP's do not create an adverse drainage condition to the neighboring lots. Additional pipes or spillways may need to be provided to alleviate these concentrated flows
15. Please provide the following notes to the grading plan.
· Prior to issuance of the first C of O for a development or release of assurances for subdivision, an Arizona registered Professional Civil Engineer must certify that all drainage infrastructures including detention/retention basins have been constructed in accordance with the approved plans.
· For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
16. Sheet 3 Detail L: callout diameter of posts. Ensure that open area of slab between the posts is a minimum 10'x10' dimension.

Drainage report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the Drainage Report. As part of the drainage report a detailed inspection list and basin-performance criteria shall be included for subsequent reference by the Engineer responsible for annual and as-needed maintenance inspections of the basins and drainageways. SMDDFM 1.5.2

The City of Tucson has recognized that underground detention basins have been problematic and difficult to maintain. Therefore as stated above please discuss how the underground detention basin is going to be maintained and kept free of debri that could disrupt the performance of the underground basin.
3. Discuss in the drainage report if the underground detention basin system will perculate without any adverse effects to the overlying pavement section.

The following items must be revised or added to the Storm Water Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

1. Clearly indicate the limits of the site disturbance on the SWPPP Plan. See the following guidelines for assistance in the preparation of the SWPPP Plan Site Map

q Show, on the site map, locations of all surface water bodies (including wetlands). (Part IV.C.3.f)

2. Clearly indicate what stormwater controls in the narrative and on the SWPPP plan will be used for the ROW work.

3. Include the ROW work in the Project Sequencing on page 2 of the Narrative. Revise as necessary.

4. Provide the estimated pre-construction run-off coefficient. Part IV.C.2.d.

5. Each Operator must sign the SWPPP. Part IV.J.1.

6. Revise the Grading Plan and prepare a SWPPP to address all of these comments and resubmit three copies of the grading plan and three copies of the SWPPP.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat/development plan. Please submit one copy of the CDRC approved and stamped tentative plat/development plan, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat/development plan. Additional comments may be forthcoming.

4. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the CDRC approved tentative plat/development plan, landscape and NPPO plans are to be submitted with the grading plan packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The tentative plat/development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.
