RESUBMITTAL REQUIRED: Grading Plan, and SWPPP

The Grading Plan (GP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. Sidewalks must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means per D.S. 3-01.3.3.5. In addition positive drainage needs to be provided and maintained due to the flooding conditions, and 100% of the 10-year flow must be conveyed under the sidewalks. Please provide a solution that meets these requirements along the length of the vanpool drop off area. The fact that this area is a drop zone may justify no vertical separation, but striping may need to be provided to ensure that other vehicles do not use this area as a traditional PAAL.
3. The 8-inch bleed pipe that exits the basin appears to be a future maintenance issue with sedimentation and debris preventing the bleed pipe from functioning correctly. The fact that the bleed pipe is over 200 feet in length, only 8 inches in diameter, the debris and sedimentation that which falls into the bubbler system from the top of grate, and the sudden deceleration in velocity at the bubbler system will create a maintenance problem. Please modify the proposed design or provide detailed maintenance checklist for this particular situation.
4. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting"
5. If applicable, show Phase numbers and delineate. Each phase must function independent of future phases.
6. Show limits of grading.
7. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed.
8. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Portions of the site appear to exceed two feet (i.e. the northwest portion of the proposed building). Please address.
9. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207.
10. Water harvesting techniques shall be incorporated into the development by conveying rooftop drainage to designated water harvesting areas. Please address how water-harvesting techniques will be incorporated into the development. Refer to the newly adopted City of Tucson Water Harvesting Guidance Manual for design considerations.
11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
12. Per a Conversation with Rick Engineering 5 feet sidewalks could not be placed in the public right of way, and 4 feet sidewalks are being proposed in substitution of the standard 5 feet sidewalks. Due to the fact that these sidewalks are within public right of way Permits and Codes at (520) 791-5100 must grant any sidewalks less then 5 feet. A Development Standard Modification Request (DSMR) may be required.

Drainage report:
Drainage Report meets standards. Adjustments to the grading plan may require that the drainage report be modified. Please provide a copy of the drainage report should these modifications affect the drainage report.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved site/development plan. Additional comments may be forthcoming.

4. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.

5. The number of parking spaces within the north east parking lot is listed as 13 spaces provided on both the development plan and the grading plan. the actiiual number of parking spaces within this parking area is 12. THe revise the number as required.

6. The accessible route or sidewalk from the Balboa Avenue driveway entrance to the site is depicted from the street sidewalk to the island next to the double row of parking spaces. This route must be accessible and the accessibilty has not been demonstrated at the island. The sidewalk must be physically separated from the PAAL and must be constructed with the necessary access ramps and truncated domes. Revise as required.

7. Clarify what the shaded area at teh soitheast corner of teh property is to be used for. It appears to be vehicular use or per the landscape plan a loading area. Please ensure that the area in question is addressed both on the development plan, landscape plan, and the grading plan.

8. Ensure that the the grading plan matches the CDRC approved and stamped development plan.
