SUMMARY: The Stockpile Grading Plan, SWPPP documents, NPPO and Landscaping documents were received by Engineering on January 20, 2006. Engineering Division has reviewed the received items and is unable to provide a conditional approval of the stockpile and does not recommend approval of the Grading Plan at this time. Please address the following comments.

GRADING PLAN COMMENTS:
1) DS Sec.2-03.5.2: Provide 1 copy of the approved Tentative Plat or a copy of the latest Tentative plat.
2) DS Sec.11-01.8.3: Provide a copy of the soils report and a letter regarding geotechnical recommendations for height of stockpile, side slopes, and any other recommendations such as benching. Fills over 6-8 feet typically need assessment due to safety considerations.
3) Tucson Code 26-42(D): Floodplain encroachment will not be approved at this time. Address the following:
a) Submit a complete Drainage Report, if existing floodplain limits are not shown on the Tentative Plat.
b) Depict 100-year floodplain limits on planview of grading plan and SWPPP.
c) Revise grading plan and SWPPP to reflect no encroachment in the 100-year floodplain. Provide a cross section(s) along the north side of the stockpile to depict sufficient setback from floodplain to show no encroachment into the 100-year floodplain limits; show area for setback to include grading limits, stormwater controls, dimensioned width of vehicle access, and stockpile slope/height.
d) A Floodplain use permit will not be required if there is no encroachment into the jurisdictional flow.
4) DS Sec.11-01.8.1.A.1-4: If the fill is placed within 100 feet of residentially zoned parcels, differential grading procedures will need to be followed.
5) DS Sec.11-01.4.F: Clarify any revised grading limits with dimensions from project boundary.
6) Address the following SWPPP comments:
a) Tucson Code 26-42(A): Provide seal on SWPP report.
b) Provide signatures for operator certifications. At minimum one certification will be necessary - see page 9 in the SWPP report. Additional SWPPP comments may be forthcoming for the overall project grading permit review.
7) DS Sec.11-01.2.3.B: Provide disturbance area in square feet on plan. A reseeding bond is required in order to pick-up the grading permit. The reseed bond amount is based on $0.05 per sqft disturbance.
8) For review by the other DSD sections, submit any required Landscape documents.

It may be necessary to pick-up the review package and address all comments. Upon resubmittal, provide 4 copies of the revised Stockpile Grading Plan, a copy of the soils report and geotechnical letter, a copy of the Tentative Plat, a complete copy of the Drainage Report, any landscape documents, and three copies of the updated SWPPP package.
