SUMMARY: The Tentative Plat sheets, NPPO plans, landscape documents, elevation details, and overlay application were received on November 17, 2005. Several comments pertaining to SCZ provided from the Tentative Plat submittal comment letters still remain. Address the following SCZ comments:

SCZ OVERLAY COMMENTS:
1) Land Use Code Section (LUC) 2.8.2.2: For the SCZ submittal address the following:
a) DS Sec.11-01.9.3: Per sheet 3 and detail 5 sheet 10, there is a proposed 13 to 15 ft high 1:1(H:V) fill slope adjacent to lots 13 and 14 along the north property line which can be viewed from Silverbell Road. This exposed slope is within the 400-ft Scenic Corridor Zone. Only 10 feet is shown for this runout and slope construction along the north boundary adjacent to lot 13, and the detail does not show slope setback. Revise slope design on planview sheet 3 and detail 5 on sheet 10 to show how runout, setback, and construction for this slope will be accommodated within the project boundary. Provide consideration for the slope setback (of between 6 - 8 feet) per this section of the development standards.
b) LUC 3.7.5.2.E: All slopes within the 400-ft Scenic Corridor Zone along the north, west and south grading boundary shall meet SCZ exposed slope requirements. Per this section of the land use code, exposed cut or fill slopes shall be no steeper than 3:1(H:V), however it is acknowledged that with the variance steeper slopes may be allowed. In Tentative Plat comment letters there has been a request for a soils report for this project yet none have been submitted until the latest Tentative Plat submittal, in which there was a two-page geotechnical evaluation with boring data for only the north half of the project. In this document there is recommendations for fill of 7 to 10 feet however the fill is greater for areas of this project. Submit a geotechnical report that addresses the following:
i) The report shall reflect the whole project site and provide geotechnical discussion of feasibility of project
ii) Provide recommendations for slope stability for proposed slopes steeper than 3:1(H:V).
iii) Assess geotechnical acceptance of details 3, 4, 9, and 10 on sheet 10, i.e. if there are any minimum distances between lot wall and top of 1:1(H:V) slope, or tree well recommendations.
c) DS Sec.2-03.2.2.B.6: Regarding the variance, address the following comments:
i) Provide an explanation in a response letter for this SCZ submittal, how the proposed buffer area and common area along the frontage shown on the tentative plat matches the copy of referenced plan for the variance.
ii) In the drainage concept exhibit for the variance, the slopes are labeled as hand placed rip rap; label slope details to include "hand placed".
iii) The proposed improvements along the frontage have been revised to show rip rap slopes with tree wells. Submit a copy of the drainage report and provide a statement (indicate page in response letter) that the slope and channel improvements along the frontage of the project provides conveyance of the flows along the Scenic Corridor and is the minimal amount of disturbance for the 30-ft SCZ buffer per variance conditions D and H.
2) DS Sec.3.7.5.2.A: Revise NPPO sheets to match updated Tentative Plat sheets; in particular, remove areas of proposed riprap in the Camino De Oeste wash.

Submit a revised Tentative Plat, a bound copy of the project geotechnical report, response letter, and any other supporting documentation. The next submittal should address all the above SCZ items. If you have questions or would like to set up a meeting, call me at 791-5550, extension 2204.
