11/22/2005 DAN CASTRO ZONING REVIEW Denied COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Notes that must be added to the site plan include: 1) All proposed site work, including grading must comply with Development Standard 9-04.0. 2) Exposed exterior walls and roofs of structures, except satellite dishes, must be earthtone in color and will blend with the predominant natural colors found on the lot. Satellite dishes may be black. White is not permitted. 3) Building height is limited to 24 feet within the HDZ. (LUC 2.8.1) (D.S. 2-12) (D.S. 9-04)

2. Per LUC Sec. 2.8.1.6.A.1, natural area may not be set aside to reduce the ACS percentage because the minimum area required for this parcel 2.5 acres (based on the ACS of 22.64%) is less than the parcel size of 4.16 acres. Revise the calculation and all applicable notes to show the maximum allowed grading area as 16%. As currently shown, the proposed grading area is 14.9%, which is less than the maximum allowed of 16%.

3. Add the following case numbers to the site, landscape/NPPO, and grading plans: SCZ-05-19; T05SA00387.

If you have any questions about this transmittal, please call Dan Castro, (520) 791-5608 ext. 1180. An appointment is required to discuss these comments in person.
11/28/2005 ELIZABETH EBERBACH ENGINEERING REVIEW Approved Engineering Division approves T05SA00387; disturbance area is acceptable. Grading Permit application required.
11/30/2005 JOE LINVILLE LANDSCAPE REVIEW Denied The Landscape Section does not recommend approval of the application. The native plant preservation plan submitted was reviewed only as it relates to HDZ and ERZ compliance. Additional comments will apply in the review of that plan.

HDZ Review

1) Revise the heading for the HDZ notes on the site/grading plan. The correct Development Standard is 9-04.0

The following notes should be added HDZ or site/grading plan to demonstrate compliance with DS 9-04.0 and LUC 2.8.1:

A) Existing trees with four (4) inch or greater trunk diameter and cacti will be preserved in their original locations, except for building sites and access and utilities serving building sites.

B) When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti will be salvaged and replanted in areas requiring revegetation, whenever possible.

C) Grubbing, grading, and clearing are to occur only within the areas identified on the grading plan and staked on the site or lot.

D) The portions of the site or lot to be left ungraded are to remain undisturbed and are not to be used for stockpiling of materials or excess fill, construction vehicle access, storage of vehicles during construction, or similar uses.

E) Development other than hiking trails will not be permitted within the legally described boundaries of the natural area.

2) The natural area for HDZ purposes must be delineated on the site/grading plan. LUC 2.8.1.7.B
The natural area designated to reduce the ACS percentage must also be delineated in a surveyable manner and designated by legal description on a document recorded with the Pima County Recorder for a lot division.

To protect the natural areas, covenants which run with the land will be provided in favor of the City of Tucson and of all owners with record interest in the natural area.
LUC 2.8.1.7.D

Submit the required covenant and legal description for review. If the HDZ application is approved conditionally the documents should then be recorded. TCC 23A-51(3)

3) Revise the site plan to delineate the NUOS set-aside for NPPO compliance.
LUC 3.8.6.7.D

4) Revise the site/grading plan to delineate the limits of grading. The limits should include all cut and fill areas, leach fields, septic tanks and future development areas identified.

5) ERZ Review
No Encroachment in Floodplain. Where the owner of a lot or parcel affected by these regulations chooses to leave the one hundred (100) year floodplain undisturbed, the Environmental Resource Zone (ERZ) does not apply, except that temporary fencing will be placed between the project site and the floodplain area as provided in Sec. 2.8.6.6.B.

Delineate the floodplain on the site plan to demonstrate compliance with the above section per DS 2-02.2.1 or provide a study of the resource corridor per LUC 2.8.6.4.B.

6) The zoning note on the site/grading plan states that "property is in HDZ and ERZ detailed on page 3", there was no page 3 and details regarding ERZ compliance are not included in the documents received.

7) Revise all of the plans submitted to show the same building pad location. Note the total area proposed for grading on the site plan.
