10/12/2006 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Approv-Cond | DATE: October 12, 2006 TO: RICK Engineering SUBJECT: W.A.S.H. Engineering 4TH Resubmittal Review SUBDIVISION: (S05-134) Tres Pueblos II (Este) REVIEWER: Elizabeth Eberbach ACTIVITY NUMBER: T05SA00358 SUMMARY: The revised Overlay package including the W.A.S.H. Report and response letter were received on September 21, 2006. From prior review, Engineering had recommended a conditional approval of the overlay package. However, due to recent unresolved private drainage easement issues, the full approval from Engineering can not be issued. Before Engineering can complete the review of this resubmittal for the Overlay package, all issues regarding the 80' drainage easement in the Rodeo W.A.S.H. must be resolved. Depending on any revisions due to the resolutions of the easement issues, additional reviews by other entities may be needed. PROJECT SAC SUMMARY: The Tres Pueblos Este project proposes encroachment into the Rodeo W.A.S.H. Ordinance wash. The existing Rodeo Wash is a constructed channel, approximately 8 feet deep and top width 80 feet, with earthen bottom and 3.5:1(H:V) side slopes. Proposed encroachment includes proposed basin outflow pipes with gabion outlet structures that cross the W.A.S.H. Study Area and continue into the wash channel slopes at two locations on the north and northwest sides of the project. A shallow weir is to be constructed outside of the 50-ft W.A.S.H. Study Area near one of the north basins to allow for sheet flow conditions across the W.A.S.H. Study Area. There is also proposed trail / maintenance road, railing, access ramp, and landscaping proposed within the W.A.S.H. Study Area. Engineering does not recommend SAC scheduling until the private drainage easement issues and associated impacts to the W.A.S.H. Overlay report and Tentative Plat have been resolved.
