The following comments are intended to assist the applicant to modify the plans to meet the purpose, intent, and specific regulations of LUC 2.8.2. 1) Revise the landscape and native plant preservation plans to establish grading limits to preserve and maintain the required thirty-foot buffer area in a natural state. While buffer revegetation and reconstruction to look as natural as possible is a permitted improvement, grading is not. Clearing of weeds and contouring to promote water harvesting may be allowed as part of the SCZ review, but the grading limits should not extend into the buffer. LUC 2.8.2.4.A 2) The scenic route buffer area is to be reconstructed to look as natural as possible. The use of decomposed granite along scenic routes is not permitted. The provisions for dust control and revegetation are to include a native seed mix using plants indigenous to the immediate area. The adjacent unpaved right-of-way along Silverbell Road must also be revegetated with native plants. LUC 3.7.5.2.D Revise the plans to specify an appropriate seed mix, rather than d.g. 4) Revise Section E on sheet 2 of the tentative plat to show the 30" scenic route buffer area, rather than "300' SCZ". 5) Revise Section E on sheet 2 of the tentative plat to indicate existing grade for the thirty-foot scenic route buffer area rather than "3:1 max. slopes. Beyond the thirty-foot buffer slopes should be 3:1 max. 6) Revise the tentative plat to rename the "SCZ Buffer" line to SCZ Overlay Zone, in order to avoid confusion with the 30' SCZ buffer. 7) The landscape plan includes Dasylirion wheelerii in the scenic route buffer area. If this plant is not indigenous to the immediate area it should be excluded from the buffer. 8) Additional plantings should be incorporated into the scenic route buffer area to create a natural presentation, and to blend with the surroundings. The addition of the seed mix (comment #2) should assist in the restoration, but additional plants may be necessary. |
