Please note, the Scenic Corridor Review Process is under review via separate application for this project, however, BOTH SCENIC CORRIDOR OVERLAY ZONE AND ALL DEVELOPMENT REQUIREMENTS SHOULD BE PROVIDED ON THE TENTATIVE PLAT. 1. Please revise the SCZ information to ensure all information is provided in a size 12 typeface or greater. 2. The same review comments for the Tentative Plat are as follows for this application: a. Provide view corridor locations, dimensions and calculations on the plat FOR PHASE 2, in accordance with requirements of LUC Section 2.8.2.6. b. Note, the phase 2 portion of the SCZ view corridor shown is insufficient. Per LUC 2.8.2., view corridors are to be contained on the subject site, 400 feet into the site from the subdivision boundary line. The view corridor shown at the north side of phase 2 counts adjacent property as part of the view corridor, which is not permitted. Please revise the plat and ensure a total minimum of 20 percent of the entire frontage for the project (305' of 1,524.76 frontage) is provided. c. The view shed along Goret Road can potentially be blocked by walls in common areas. The view corridor should be measured from the smallest width, in this case from the common area boundaries facing each side of Goret Road. Please modify the plans to show the boundary and the revised calculation. f. Please add a note to the application, per Section 2.8.2.10.A, "Buildings or structure surfaces, which are visible from the Scenic Route, will have earth-tone colors." g. Please clearly identify the SCZ buffer area, the map is quite loaded with information and the writing is too small. Perhaps using different shades of lines and larger lettering will assist. h. Please enhance the Scenic Corridor Overlay Zone 400' Boundary line and title. i. Under the building height notes, please remove the first line referring to maximum height 1/3 x distance. Instead, replace it with a notation that the building setbacks, at minimum, are 3 times the overall height of the building, from the subdivision boundary line (where the SCZ boundary begins.) 3. Please note, further review comments may be forthcoming, depending upon the information provided in the resubmittal of the tentative plat, and the Scenic Corridor Overlay Zone Application. 4. For Silverbell Residential Subdivision Phase 1, the SCZ review has been approved by Engineering on October 10, 2005. Development Services Department Engineering Division has reviewed the received items and recommends conditional approval of the north phase of Silverbell Residential Subdivision Phase 2. SCZ CONDITIONS OF APPROVAL: 1) City of Tucson Land Use Code (LUC) Sec.2.8.2.6.C & 2.8.2.2: This project is within the Scenic Corridor Zone, where drainageways are to be maintained in their natural state, and slopes no steeper than 3:1(H:V) are acceptable. Natural state includes both vegetative and topographic characteristics of the existing terrain. Per LUC Sec.3.7.5.2.E, exposed cuts or fills within the 400 foot scenic corridor shall be no greater than 3:1(H:V). Overall, the plan submitted indicated compliance of these core requirements, however, cross section clarification shall be shown on revised Tentative Plat. Address all remaining Phase 2 Tentative Plat comments including the following remaining comments for the Tentative Plat: a) The cross section callout for detail E/2 of the Tentative Plat is located near a lot depicting almost 5 feet of fill (lots 97-101) yet the detail shows a cut condition (which appears near lot 87). b) The drainageways must remain natural and not be conveyed against a wall. Check existing grades to clarify cross section K/2 of the Tentative Plat or provide revised design section showing natural drainage along the frontage of the SCZ project. c) On the Tentative Plat planview, revise cross section for the 30-ft buffer area in the drainage report addendum to show that the existing grades will accommodate the 23 cfs from the west. Drainage within the SCZ buffer will need to be shown in a section detail with existing grades and WSEL. If you have questions call me at 791-5550, extension 2204.
