03/28/2005 THAD HARVISON DOT ENGINEERING REVIEW Denied I have reviewed the subject PIA and have the following comments:

1. Cover Page: The title block is not in accordance to the PIA title block. Attached is the correct Title Block.

2. Cover Page: The Plan No. "G-2003-022" reference must be removed for cover and all sheets.

3. Sheet 2: The attached notes must be added in the Paving notes.

4. Sheet 2: Wilmot Road detail (Detail A) must indicate 2% slope in the shoulder areas.

5. Sheet 2: Wilmot Road detail (Detail A) must indicate curbing and type of curbing.

6. Sheet 5: Channel centerline (Detail F) must be defined by Station and offset relative to roadway stationing.

7. Sheet 5: Channel centerline (Detail G) dimension scupper length.

8. Sheet 6: The plan view shows a channel along Wilmot Road. However, I believe that the ordinal approved Drainage Report and onsite approved paving plans convey the development runoff onsite and within stormdrains into the Julian Wash, and not within the Wilmot Road r/w. Please redesign channel to convey runoff generated within the Wilmot roadway r/w only.

9. Sheet 7: Call out detail for ramps on Via Rio Pico, and include the details in the plans.

10. Sheet 8: Call out station and offset for both inlet and outlet (Typical), and call out headwall type for outlet.

11. Sheet 9: The plan view indicates nine 18" RCP's, can the number of pipes be reduced by increasing the pipe size?

12. Sheet 10: Call out ramps (typical).

13. Sheet 14: Provide pavement taper and thickened edge, see attached details.

14: Sheet 15: Double ramp on the SE corner of Camino Boleadoras and wilmot? revise with standard ramp.

15. Sheet 16: Extend sidewalk along the west end of Via Rio Pico to match the east end of Via Rio Pico.

16. Provide 100' vertical curves for changes in grade greater than 1% (typical).

Wilmot Road – Frontage Road to Union Pacific Railroad

Comments:
Page 1 of 65 “Pacific” is spelled wrong in the title block.

Landscape Sheet 1 of 11
Please identify who will do the maintenance and for how long. Typically 1 year with plant guarantee. Monthly inspections by LA of record.
Notes 2-8 are shown under the overall heading of maintenance. ?????
Note #4 (This is a long way from Stone Ave) Please change the note or remove it.
Note #6. Show SVT on Plan.
Note #7. D.G. locations on the plan are not clear. Show limits or symbols.
Note #8. Grading note- This does not work for water harvesting. You need to develop cross-section details or a grading plan. Safety at edge of paving and ped waling areas.
Seed mix list is O.K but not clear where it goes. No symbol or call out on plan. How does it work with D.G.?
On plant legend – we do not want “Standard” Catclaw or Blue Palo Verde trees.
Under irrigation notes #7 – Do you have written permission from Union Pacific Railroad to go under the tracks?

At sta. 24+00 L. Identify the rock basin and cross ref. To where the details are or screen out. It looks like riprap to be installed by Landscape Contractor.
I am very concerned about the new planting located on the west side of the road starting at Los Reales. When the other side of the road is built out, where will the utilities be located? OH power and possibly one sewer line? Are we placing these trees in an area that will be impacted later? Relocating a second time will be costly.
On the SE corner of Los Reales #61 TOS is outside the ROW>

From Sta. 33+00 to 50+00 same comment as #2 on Sheet 2 of 11.

This is the first page that indicates S.G. Please show limits. Will it be in all areas?

The symbols in the legend do not match what’s on the plan. RCV, Hose End and no symbol for emitters in legend but circles are shown on plan.
Please check with Tucson Water on meter sizes. 5/8” or 1” – Don’t think they make ¾”.
The Calsensce controller should be ET 2000-16- LR-RR-SSE.
The remote control valve should be a “dirty water” valve.
Show power source or cross reference to electrical plan.

Detail #1 – Please shows a multi-trunk tree. Please note D.G. depth over rootball to be 1” deep.
Detail #5 – Please show ground rod outside of controller box.
Detail #6. Remove Battery controller note. Remove (¾”) from pea gravel note. The pull box size must be #7 min. Please show PVC sch 80 unions on both sides of the RCV.
Detail #7 is only used with reclaim water systems.
Detail #8. All sleeving under roadways shall be at 30” depth. Please show tracer wire on all PVC lines not in same trench as RC wires. The backfill around pipes needs to be screened for rocks larger that 1”.
Detail #9 – Remove ¾” from pea gravel note.
Detail #12 – Add a note that PVC riser is to be threaded.

Detail #16 is a little over-kill for support of a ¾” backflow. (O.K. if you want to pay for it)

I have reviewed the native plant preservation plans for the project and offer the following comments:

The plans should be revised to clarify the location of the temporary nursery.
Notes should indicate that temporary fencing per DS 2-06-Figure will be installed at the project limits for the duration of construction per DS 2-15.6.0
3) The Salvage and Mitigation Analysis requires revision as to the existing nature of the site and compliance with the Endangered Species Act. The Plan shall affirm, by a statement on the Plan, conformance with the requirements of the Federal Endangered Species Act and the Arizona Native Plant Law. LUC 3.8.4.5

04/12/2005 DALE KELCH DOT TRAFFIC REVIEW Denied Traffic Engineering REJECTS this PIA submittal and offers the following comments:

1. Pacific is consistently misspelled "Pacfic" throughout the plan set.

2. Add street names or identify as driveway all additional accesses from Wilmot that lie on the west side of Wilmot Road. Some pages have these identified, others do not.

3. What will happen to the identified water meter near station 45+35 on sheet 7/35 (DET5/5)?

4. If the depicted median curb is not to be constructed with this project then don't show it. It leads to confusion and difficulty in reading the plans.

5. Sheets 20-22/65 have call outs to see sheet __ Wilmot Road plans. Please fill in the blanks.

6. Sheet 21/65, Camino Boeadoras, there is what appears to be a double median in the drawing. Please clarify.

7. Sheet 23/65(ST1/ST4), pavement marking notes are missing notes 14, 16 as listed on sheet 2-1 of PMDM, 2002 edition.

8. Sheet 23/65(ST1/ST4), the striping legend for line types YDS4-D40/D40 and WS12 are incorrectly depicted.

9. Sheet 23/65(ST1/ST4), signing note #10: it is the Traffic Engineering division vice Traffic Engineer.

10. Sheet 23/65(ST1/ST4), striping note#3 and signing note #9 have conflicting posted speeds for Wilmot Road. Clarify.

11. All called out new signs from sheets 24-26/65(ST2-ST4/ST4) are using the symbol for an existing sign. Use the symbol for a new sign in accordance with SDPI, SD100, 2003 edition.

12. Sheet 24/65(ST2/ST4), what are the dimensions of 1' and 13' near station 17+40 referring to?

13. Sheet 24/65(ST2/ST4), some leaders calling out existing R/W on the west side of the roadway point to nothing.

14. Sheet 25/65(ST3/ST4), text delineating stations 40+00 and 50+00 appear to be written twice. Clarify.

15. Sheet 26/65(ST4/ST4), it appears that some layers were inadvertently turned off when plotting this sheet.

16. See redline comments for sheets 35-38/65.

17. Sheet 2/65, why are you referring to "Traffic Control Manual for Highway Construction and Maintenance (ADOT) instead of the MUTCD (2003 Edition)?
