Plan Review Comments - T05PI00005

Comments by various reviewers listed, received as a combined list of comments:

COMMENTS BY RICHARD LEIGH

1. The transportation signature line has been removed from the title block. See revised sheet 1.

2. The placement of filter fabric has been indicated on all dumped rip-rap locations. See revised sheets 3, 4, 8, and 9. Sheet 3 references filter fabric in a note just below the "elevation table" in Detail D.

3. Dimensions have been provided for the rip-rap blankets at the cross-drainage culverts. See revised sheets 8 and 9.

4. The limits of the curb and sidewalk were discussed and agreed to by the city back during the first submittal of this PIA. The limits of the northern end of the project were dictated by drainage. Providing "ultimate" curb and sidewalk to the project limit on the north would not have allowed the interim drainage scheme to work. Constructing curb the entire length of the project would require drainage openings (scuppers) between the last culvert on the north and the RR tracks. The invert of the openings would not contain the WSEL required for the development in the temporary condition, and storm water could backflow through the storm drain (scuppers) on to Wilmot Road. By not constructing the curb on the north end, the resulting hinge point of the embankment can be used to contain the WSEL until a future project can extend Wilmot Road. The profile grades of the future project will rise to the elevation of the RR tracks, which will allow for construction of curb and storm drain in that area while containing headwater, and preventing backflow on to Wilmot Road. Wilmot Road really can't be totally completed to full width for the length of the development on the north end until the City commits to extending improvements on Wilmot Road north of the RR tracks. These issues are discussed in length in the Wilmot Road Drainage Report. The south end of the project was limited by right of way issues and its spatial relationship to the I-10 frontage road intersection. Providing "ultimate" curb and sidewalk to the limits of the southern boundary of the project resulted in a lack of right of way to taper back down to existing. Also tapering back to existing any further south then what we show on the plans had negative affects to the I-10 intersection.

2. Indicate the placement of filter fabric on all dumped rip rap energy dissipaters/scour protection locations.

3. Provide dimensions for the dumped rip rap blankets at the culvert inlets at Sta. 20+00 and 54+00 (Wilmot Road).

4. Why is curb and sidewalk not being provided along the entire frontage of the subdivision per Development Standard 3-01.3.3?
